Reference is made to my previous memorandum of today con-
cerning the developments in connection with the Anniston phase of this
case and my conversation with SAC Roy Moore concerning the need to
vigorously press this phase of the case.
I, therefore, recommend that we immediately send ten -
additional men into Birmingham so that we can keep the pressure on
our activity at a high pitch. So far we have generated considerable '
interest locally in the fact that the FBI is investigating this case and I
feel if we are going to come up with results time will be of the essence.
Consequently, it is most desirable that in view of the developments at
Anniston that we put as much pressure at this focal point as possible.
I discussed this matter with SAC Moore and he agrees that ten men
could be used most advantageously-
In view of the above, it is recommended that ten men be
|immediate1y dispatched to Birmingham to report to SAC Moore and that
[five cars be made available to the Birmingham office.

The Pastor of that Church should be questioned, as to where
he was, and what he was doing, during Sunday school. lots of preachers
have comited some aweful crimes. Some pastors, relax in their Study
are roam the church during Sunday School. He could have planned and
carried out this, for he said they was expecting it. had ben since Luther

arrival of Presidential representatives, Kenneth Royall and Earl Blaik, in
Birmingham, Alabama, this morning, 9/24/ 63. Assistant Attorney General
Oberdorfer advised that Royall and Blaik and an attorney from Roya1l's
office, Robert Larson, will arrive in Birmingham at 11:30 a. m. , Central
Standard Time, this morning aboard an AVCO Corporation plane with the
tail number, N 420-L.
The party will be met at the airport by Birmingham Mayor
Albert Boutwell and Chairman of the City Council, a Mr. Wiggins. Mr.
2121 Building. "Oberdorfer requested that Royall and Blaik be taken by Bureau Agents to the 2
Mr. Oberdorfer requests that the U. S. Marshal's office on the
15th floor of that building be advised of the arrival of Messrs. Royall and
Blaik.
Mr. Oberdorfer also furnished the telephone numbers of the
penthouse apartment in the 2121 Building where the gentlemen will be staying.
The numbers are 323-3961 and 323-3159.

The Senatof"was"ver'y friendly and talked for approximately 15-20 minutt
He stated he was sorely troubled about the Birmingham case. He stated that he hoped
the FBI would solve this matter and bring the guilty incl.ividt....1==ls to task. The Senator.:specifically asked if we were looking into all angles. I asked him what he meant. _92He stated there is a possibility, of course, that Negroes might have perpetrated

Senator the Director had instructed nothing be overlooked in our investigation of

pieces oi heavy gauge wire from the wire screen covering over the
windows in the ladies lounge ! pieces oi window frame from windows
in the ladies lounge ! fragments or drapery material iron drapes
covering the windows in the ladies lounge ! iragment of metal tram:
from screens catering windows in ladies lounge ! scrapings irom
window sill oi windows in ladies lounge ! piece oi red plastic
insulated wire found on iloor among debris in ladies lounge ! pies:
oi red plastic insulated wire taken from a bell signal system used
in the church and 8! pieces oi concrete from Oldsmobile and Chev-
rolet outside of the church.
The examinations oi these materials are now complete.
No residues were found on any or the submitted items which were
indicatire or a speciiic esplesive= The red plastic insulated wire
found on the floor among the debris in the ladies lounge was a coppe:
coated steel wire similar in all respects to a wire used in jacketed
telephone "JKP" station wire.

Interviews of known Klan and hate group members and
bombing suspects are continuing on an uninterrupted basis by the
Birmingham and auxiliary offices. Approximately 100 such interviews
on 9/19/63. In checking on the activities of
a ansman in Birmin ham it was determined that

by Agents and a portion forwarded to the Laboratory
for examination on 9/19/63 since the covers appear to contain aso Q substance which might have been left by a blasting fuse.
A71: An item of interest is information received from
¥T" who was in the basement of the church at the. She advised that she had Just asked the four
death victims to leave the ladies lounge and return to their
Sunday School class with the admonition, "Those who don't obey the
Lord live only half as long," She stated that she turned to walk
upstairs when the explosion occurred and all four Negroes to whom
she had made the remark were killed.
A11 phases of this investigation are being vigorously
pressed. The investigation will be even more intensified with the
additional personnel of ten Agents and two stenographers arriving
in Birmingham today on special assignment from other offices.
ACTION:
Close attention is being given this matter at the Seat of
Government and pertinent developments will be imme ately brought
to your attention.

SAC Roy K. Moore, who is at Birmingham directing our
investigation in this at 12: p.m. today
SAC Moore is arrangigg for the Jacksonville Office to cover
the activities of Chambliss on this trip. Other action will
depend upon what Chambliss does and/or what he loads on his truck.
If the load appears suspicious and unrelated to his employment,
SAC Moore plans to arrange, through the Jacksonville Office, to
either have Chambliss stopped by the police or by Special Agents
so he can be interviewed and the contents of the truck checked
out. SAC Moore was advising the Bureau so that the Bureau would
be on notice in the event SAC D.K.Brown, of Jacksonville, contacted-

Being a very disabled person and having nothing else
to do, a person thinks a great deal. I was wondering the sudden
stoppage of big res up and down the eastern sea board has any
relation to the Birmingham bombing. These fires w3_s happening
every day until last Sunday.
Another thing if this was a time bomb my idea is that
it came from New York or Chicago.

I hope the animals who commited this crime will be
caught.
It has been suggested that civil right leaders could have
had something to do with this in order to keep an uproar and discredit
those who disagree with them. I know one thing you are not interested
in any thing but justice.
And the good Lord only knows what will happen to the
FBI when you decide to retire.

SAC Faisst called to advise that the Agent who drove
Earl Red! Blaik and Kenneth Royall from the airport was asked _
about the Bureau's investigation by Red Blaik. '
En route to the quarters occupied by Blaik and Royall,
Blaik inquired of the Agent as to just what progress was being made
and if we had any good leads. The Agent indicated that he was not
familiar with any of the specifics at which time Blaik indicated that
if he couldn't get it from Birmingham he" would have to call Washington
and get it from Director John Edgar Hoover. The Agent then/ properly said that he would be very glad to check with his superior.

SAC Faisst later advised that he had contacted Mr. Blaik
aid told him the Bureau was oondusti% a mos: intensive and exhaustive
investigation and literally had hundreds of leads and he was not in a
position to evaluate or make any statement on the case at this time.

I told him that as he knew we were conducting the most
intense and exhaustive investigation possible but that there was nothing
which could be reported. He asked if we had any good leads. I informed
him that we were running cut every possible lead, of which there were
hundreds. The Attorney General then said, more in the nature of a
statement than a question, "But you don't have anything good. "

I am writing you in referrence to the bombing in
Birmingham.
I might be in error but I can't think this is anything
but the work of Communist.
You are no doubt familiar with the fact that Communism
was outlawed in B'ham. about 15 years ago. A Mr. "Hall was at the
head of the party. I don't know if this was Gus Hall or not. But I'm
of the impression it was. It was reported this Hall in B'ham went to
N. Y. C. the Headquarters!
It is reported now that there is a new leader of
Communistism in B'ham. This man's name is Claude CK.-Williams.
He is known as the director of the party. He did 'ope'raté' with '
Sedr_i_@7fB_e1_ch_ert of whom was deported to_ Russia by orders of
Robt. Kennedy. They were known for the subversive activities done.
This Claude C. Williams has posed in various cities /as a Pres. minister, one being Denver, Colo. & then Paris, Ark. I
And now its the same in B'ham for him. There's no Christianity in -I
any Communist as you know.
During the F. B. I. 's investigations here on the bombings,
don't you think it appropriate for this man to have an investigation too.
He could easily be the man, who knows. Thanks for the good job your
doing.

REFLECTS ON METING A MOTHER SEEKING HR CHILDREN" written -
by Reverend EDWARD L. FOSTER, Director of the North Alabama
Missions of the Catholic Church. The article reflects that ~
Reverend FOSTER visited the bombed church and entered the ~;~
basement of the church and thus may have some pertinent in- 1

Father JAMS advised that he did not actually enter
the church but stayed around in front of the church during
the time he was in the vicinity. He advised that Reverend
FOSTER apparently arrived at the church after he, Father -_.
JAMES,left. Father FOSTER resides at 3160 Highland Drive, _

Birmingham should, if not already done, obtain a
copy of Father FOSTER's article and interview him concern-
ing any knowledge he may have concerning instant matter.

ham last Sunday morning, Father James hap-
pened to be travelling Iust three blocks
away when the bomb wini oft. Hi ti a native
of Birmingham.! -
It sounded like a score of supersonic jet
planes had simultaneously broken the sound
barrier. People poured from their homes to
scan the sky. The almost deserted Sunday
morning streets quickly became crowded with
people still uncertain what had caused the
deafening blast.
I drove on for about a block until I saw a
man pointing to what seemed to be a cloud of
smoke, slowly rising from e about 4 blocks:
away. Turning quickly I drove toward the area
and parked my car. I began walking the short
distance to an area now swarming with hun-dreds ol' people frantically rushing to a street
already mobbed with ,a swaying Pushing crowd 1
and a few policemen, some of whom were
auxiliaries with steel helmets covering their
heads,
seemed dazed and completely mwildered. Dtl:- _
ers were cursing and shouting at an enemy
who seemed to be face to face with them. Re-
specllully, most moved aside as I got closer
to a rather large church, the Sixth Avenue
Baptist Church, from which people were stream
ing and into which ambulance drivers and ,
others were already going. 1
About ten cars parked next to the side en
trance of the church looked like they had been
dragged there from a junk yard. One of them,

tered windows. 'l'hen I saw it.
ON THE EAST SIDE of the church were pre-
viously had been a doorway and stairs lead-
ing to it was now an opening large enough to
drive a big truck through. What had been the
basement of the. church now looked like rem-
nants of war-torn buildings I had seen in pic-
tures. The church had been bombed. The thick
cement and brick wall, symetrically and power-
fully built to last for years, now was reduced
to a mass of rubble. No floor was visible
through piles of rock and debris. A toilet
bowl was lying on top of some of the rocks
as if it had been casually offhandedly thrown
there. Blood was all over the side walk ap-
proaches to the church and people were being
helped into the many ambulances which had
now arrived. "Father," one of the bystanders
said to me, they are trying to kill all of us."
I could only agree.
A well-dressed Negro man was now pleading
with the crowd to refrain from violence, It
was his church that had been bombed The
loolice will {ind those responsible for this," he
said. A group of young men in the crowd
were loudly disagreeing with him. About then
helmetted police quietly and cautiously tried
to move into the crowd now massed all over
the street. A patrol car slowly eased through
one section of the surging mass and someone
bounced a large stone off the top of it. Another
followed. Other stones began to y toward the
line of police who did their best to dodge them.
The minister was still pleading for order.i I O
MANY OF THE PEOPLE I passed were an-
xious to speak. All of them who did so spoke
respectfully and quietly. "Reverend", one man
said, isn't this terrible?" A well-dressed man
who looked like he might have been an usher
in the bombed church said, Father, we've got
to be patient. 'Vengence is mine saith the
rd. We must not become violent." A young3:1 lwith a Bible in his hand walked by cursing

Accidentally I bumped into a girl who was al-
eady in motion to throw a large rock toward
the police in the middle of the street. When
she saw me she paused and then dropped the
rock when a Negro man standing nearby and
smiy holding on to his wife told her not-toQ. -u-lbw-.._JI
was the fortieth bombing in recent years and
then he asked rbetorically, How long can we
keep our people from serious retaliation?"
statement struck me immediately as being
very similar to the How long. 0 Lord. how
long!" of the oppressed people of Gill-Ills-"ll
Old Testament. '
More police were now arriving. Fire trucks
with lights burning brightly even in the day-
light were slowly moving _toward the area.
Crowds of people were running here and there.
some getting away from the rocks that were
ying about, others were calling for children
or for loved ones who seemed to have been in
the church.I I I _
AS I WAS WALKING away from the churcli,
an elderly looking gentleman approached me
and asked, Reverend, why can't they catch
the ones who did such a thing? Why don't they
get those who are trying to kill us?" A short
time later the second question would have been
stated differently for they found the bodies of
four little girls who were killed by the explo-sion.I U 1

"l-low long?" of the minister. On this Sunday
moming which had begim so quietly and coa-
tinued so violently this same prayerful ques-
tion must surely have been in the hearts and
on the lips of many of the good people of Bir-
mingham. ' j
Birmingham - a city that is truly beautiful;
a city which glories in a history that was so
remarkable it merited for itself the title t__he
Magic City." Birmingham-now a name which
epitomizes for many throughout the world
hatred and violence and brutality. Birmingham
-a city whose people now, if not in times
past, truly know real fear. My sincere prayer
as I walked away and the prayer oi" many
others who, like myself, were born in this city
and who love this city, my prayer was that the
time would not be so long before this city once
again would be known for her beauty, for her
good people, tor her tranquil and peaceful way
of life, for charity towards all men, rather than
for such as happened on this overcast and
