PURPOSE: To advise that on 12/15/80, video cassette tapes
E6EE¥51ng U. S. Representatives Frank Thompson, Jr., of New
Jersey and John Murtha of Pennsylvania were requested by E.
Barrett Prettyman, Jr., Special Counsel, Committee on Standards
of Official Conduct, U. S. House of Representatives, for
review.
RECOMMENDATION: Inasmuch as the video tapes concerning these
Congressmen were made public at time of trial, General Propert
Crimes Unit, Personal and Property Crimes Section, Criminal
Investigative Division, recommends that they be provided to this
committee92for whatever action deemed appropriate

DETAILS: On 12/15/80, E. Barrett Prettymans secretary
requested video cassette tapes of Congressmen Frank Thompson,
Jr., of New Jersey and John Murtha of Pennsylvania. She
indicated that the request had been placed initially two weeks
prior to Gerald McDowell, Chief, Public Integrity Section,
Department of Justice, and that they were needed as SOOH as
possible. She was advised that a request for these tapes hadnot been made to FBIHQ and that copies should be available 4 ,g pi ~;iE2g12/16/so.  ' I ..M~.Jg7 /W%*/It should be noted that McDowell co curred with the
request as did John Jacobs, Strike Force Attorney, Eastern
District of New York. To reiterate, these particular tapes were
made public at time of trial and will be utilized for possible
disciplinary action against the Congressmen named above.

DETAILS: On 1/12/81, a motion for the production of documents and
other materials for the due process hearing concerning former
U. S. Representatives Frank Thompson, Jr., Michael Ozzie Myers,
John M. Murphy, and Congressman Raymond F. Lederer was provided to
U. S. District Court Judge George C. Pratt, Eastern District of J

With the assistance of Records Management Division, the
V original Bureau Abscam file 87-147437 consisting of_23 sections
and 1,340 serials was reviewed, Xeroxed, and redacted for
production to U. S. District Court Judge George C. Pratt, EDNY,A,
and defense counsel for the above named-individuals. &#39;0 - >
. On 1/19/81, authority for release of these documents was
obtained from Francis M. Mullen, Jr., Executive Assistant 
Director, with the concurrence of Irvin B. Nathan, Deputy
Assistant Attorney General, Department of Justice, and discussions
with Thomas A. Kelley, Legal Research Unit, Legal Counsel Division.
 LCD!, and Robert F. Peterson, Civil Litigation Unit II, LCD.
On 1/20/81, Thomas P. Puccio, Chief, Federal Strike
