' A review of the above report reflects that on page 33 there ,__I -

Mrs. Norman Poirier to spend the Christmas holiday period with them in ;
their apartment at 65 Morton Street, New York City. It was pointed out
that all of these individuae were students at Cornell University. ',
I-icka-rd further advised that it was necessary for them to improvise
sleeping facilities by making beds on the floor to handle the overflow

_ In this respect, as is pointed out in this report, Mr. Elwyn,
Jr., the Superintendent at 65 Morton Street, advised during this
Christmas period he had occasion to visit Apartment 6-I which was
occupied by Finestone and Pickard in order to repair the plumbing in
the bathroom. He stated he noted upon entering the apartment that '
there were seven men in the apartment and sleeping bags laid out on -

Inasmuch as Pickard, who is apparently cooperating in

Kansas City Offices an effort be made to specifically determine " Q
whether there were any other persons present in this apartment during
any portion of the period during which they stayed at the apartment.-
It should be specifically ascertained during the course of _
the interviews with John David Lyle and Harold Lindsay Getty whether
William Perl and possibly Weldon Bruce Dayton may have joined them '
and stayed in the apartment during this period. It is noted here for
your information that Dayton was an instructor at. Cornell University
and his wife, Carol Dayton, fled from the United States with subject
Sarant. The photographs of Perl and Dayton should he exhibited during
these interviews.
For the further information of Kansas City and Los Angeles,
any information indicating the presence of Perl and Dayton in this _
apartment would be of material value in connection with the possible
future prosecution of Dayton for perjury. It is noted that Dayton
has denied ever being in the apartment at 65 Morton Street or having
had any acquaintance or association with William Perl. He has further
denied having had any contact with Finestone in New York City.'
It is further suggested for the consideration of the New
York Division that interviews with Ronald Getty and Mr. and Mrs. Norman
Poirier, the latter being allegedly from Worcester, Massachusetts,
along the same lines might be of importance in connection with this
matter as well as the pergury investigation concerning Dayton.
On page 1:3 of refrep it is noted that Max Fincstone resided
in an apartment at 173 West End Avenue with one Harry Shaich. Inasmch
as a check of Bufilea has failed to indicate any identifiable subversive
record concerning Shaich you are authorized to interview him con-
cerning any information he may possess regarding Finestone, as well asp
the other members of the Rosenberg espionage network.
This investigation should be given prompt attention, and any
information developed which would be of interest and evidentiary value
in connection with the Dayton perJury case should be reported under the
caption "William Bruce Dayton; Espionage - R" Bufile 65-59336!,in which
case the Boston Division is the office of origin.

10 days he expects to return to New York where he can be reached
care of SCOTT, MERIDETH Literary Agents, where he expects to be'
employed as editor of a new writer's magazine. He stated he is
presently subletting an apartment at 27 Elliot Road, Lexington, ~
Massachusetts. However, if he obtains employment as expected in
New York City he will release this apartment and live in New 'York City. 92:/
LYLE stated that he met MAXWELQI INESTONE at CornellUniversity in the fall of l9h7 through925 students who h d askedhim to live with them, namely, LEONARD ARSAK and MARVI§92MILLS.
He stated that FINESTONE was a friend of theirs and during the
time he resided with them FINESTONE visited their apartment on
several occasions. At that time, according to LYLE, FINESTONE
was attending the International Labor Relations School at Cornell-i
University. He stated that he saw FINESTONE regularly until about
the fall of 19b9 at which time FINESTONE went to New York having
left school in June l9h9. Subsequent to FINESTONE's departure from
the University in the fall of 19b9, LYLE stated he occasionally
visited New York City at which time he would stay with FINESTONE at
his apartment on Morton Street. LYLE recalled that the street
number was 55 Morton Street. However, he stated he was not certain
of this'number. He definitely recalled that the apartment was on
the Sth_or 6th floor and located in the rear of the building. He
stated on these occasi ns when he visited FINESTONE at the MortonStreet apartment, GARYQ>§CKARD, whom he had met at Cornell Univer-
sity in the fall of l9h9, was living with FINESTONE.
LY E stated that in the latter part of January 1950he and LIN SEYLLQTTY, a fellow student at Cornell University, went
to New Y k City where they moved into the apartment located at
M18 East th Street, which was then occupied by FINESTONE, PICKARD
and JAMES EINSTEIN, whom LYLE had previously met at Cornell
University and who was a close friend of FINESTONE. LYLE stated -
that all resided at this apartment for about 2 weeks after which
GATTY, PICKARD and LYLE obtained their own apartment at 780
Greenwich Street and FINESTONE and WEINSTEIN remained at hl8 East

. LYLE stated that during the times he visited FINESTONE
on weekends at the Morton Street apartment house he did not recall

their friends and recalls specifically JACK§MINKOFF and his wife.
He stated MINKOFF was a former student at Cornell University and
he did not know whether the latter was a particular friend of
FINESTONE or WEINSTEIN. LYLE also recalled at one gathering at -
the 9th Street apartment, subsequent to the time he had moved,
among the guests of FINESTONE and WEINSTEIN was PAUL ROEESON, JR.,
son of the negro singer, and his wife. LYLE advised that PAUL
ROBESON, JR. and JACK MINKOFF had been roomates at Cornell
University. Also at this gathering LYLE recalled one DANNYQMARION,
whom he identified as a former student at Cornell University and
whom he believed was attending Columbia University at t e presenttime. In addition, a young coup1enamed BOBBY and MARY$EEIDEN
phonetic!, also former students at Cornell University, were present
at this time. Among the guests, the majority of whom were former
Cornell students, was a close friend of FINESTONE's one MARTY~MORAN,
whom LYLE described as a union organizer in Pennsylvania, possibly
representing the International Ladies Garment Workers Union, al-
though LYLE was not certain of this. LYLE stated MORAN was a
frequent visitor at FINESTONE's as was another guest on this
occasion, one JOHN MARQUESSE who is believed by LYLE92to be presently
attending Cornell University. In this connection LYLE pointed out
FINESTONE and his friends regularly frequented an Italian restaurant
named JOHN CbRDINELLIH5locsted on Houston Street near the inter-
section of Sullivan, and that MORAN, MARQUESSE, and FINESTONE went
to this restaurant on many occasions. At that time LYLE statedthis restaurant was identified by a lan§:92red awning.

In addition to the above individuals, also present was
RUBY92£éNORR phonetic! and wife MARILYN who were former students atCornell University and lived in the neighborhood a few blocks north
of 9th Street. Both of these individuals were friendly with
FINESTONE and WEINSTEIN, according to LYLE. LYLE could not recall
any other individuals present at this time.
LYLE advised that while at Cornell University FIEESTONE
and WEINSTEIN were members of a campus political organization known
as The Young Progressives of America, which LYLE described as the
most left-wing organization on the campus". LYLE stated he could
not recall the specific occasion but believes that at one time or
another FINESTCNE asked him to join this organization which he
declined. However, FINESTONE was active in the organization and herecalls that on one occasion the Young Progressives of America L
invited HOWARD FIST, the novelist, to speak before the group and
FINESTONE invited LYLE to go with him to Syracuse, New York to driveFAST from there to Ithaca. LYLE stated he accompanied FINESTONE
and was introduced by him to FAST. .

with regard to his visit to New York City during the
Christmas vacation of 19b9, LYLE stated he recalled being in New
England at this time and around December 26 or 27th he drove fromEosto in his jeep and brought with him NORMAN92{DIRIER and his wife,.SHIRLgY92EOIRIER. LYLE stated he had been in the Navy with POIRIER
and following his return from the Navy POIRIER attended Cornell
University at which time LYLE introduced POIRIER to FINESTONE and
WEINSTEIN. LYLE stated that they went to the Morton Street apert-
ment and when they arrived FINESTONE, PICKARD and GATTY were there»
He stated he believes that a girlfriend of PICKARD's was also
present although she may have dropped in at some time during the
next few days. LYLE could not recall the name of this girl other
than the nickname92QNONNIE". LYLE stated that all of the above were
present at this apartment from around December 26 or 27 to aboutJanuary 2nd and in_addition, on at least one night, ARTana92¬iNKs,~a~
former roommate of LYLE's at Cornell who presently resides _
S153 Sherrier Place, N. W., Washington, D. C.» also spent the night
at this apartment. On this occasion LYLE stated the following
individuals would have been present at one time or another in the
apartment: FINESTONE, PICKARD, GATTY, BNKS, NORMAN POIRIER, =
SHIRLEY POIRIER, and LYLE. LYLE stated that 2 or 3 people shared the
bed and couch and 1 or_2 sleptonthefkxnu He stated he believes that
on one or two occasions to relieve the Pgngestion he stayed at
the Hotel Leington. LYLE stated that during this period he, GATTY
and BANKS attended social affairs sponsored by the New York debutante
set and that to the best of his knowledge'PICKRD and FINESTONE
were working and he saw very little of them.
LYLE explained that the use of the apartment at Morton
Street was for economic reasons and was not used as a place for
social gatherings but rather as simply a place to sleep. LYLE
stated that during this period he does not recall any individuals
other than the above visiting the apartment for any purpose. At
this time LYLE was shown a photograph of WILLIAM PERL and stated he
had never seen PERL to the beat of his knowledge and that the latter
was unknown to him by name.
,'With regard to the apartment at Morton Street, he'stated
that FINESTONE on one occasion explained to him that it belonged to
friends of FINESTONE named SARANT, who were then living in New
Jersey but had formerly lived in the apartment and were retaining
it since they might return to New York. Later, at the time
FINESTONE gave up the apartment, he explained to LYLE that the '
S!RANTs had decided to release the apartment. To the best of his
knowledge LYLE stated he believed the mail bgx at this apartment -

to LYLE who was unable to identify them and stated he never recalls
hearing the name other than in the course of the above explanation
by FINESTONE. _ ~
LYLE stated that after PICKARD, GATTY, and he obtained
thurapartment, FINESTONE offered them a couch and 2 chairs which
had formerly been in the Morton Street apartment and which were then
stored in the basement of the MORTON Street apartment building. He
stated that he recalls to the best of his knowledge in the latter
part of January 1950 going to the Morton Street apartment house
with PICKARD, contacting the superintendent of this building, and
obtaining the above mentioned furniture from the basement. He
states he recalls seeing one or two of the tenants of the building
in the hallway during the time they were moving this furniture but
was unable to identify these individuals by_name. He described the
superintendent as being of average size, possibly in his forties,
Concerning FINESTONE, LYLE stated that he was practically
without funds on most occasions. However, WEINSTEIN appeared to have
sufficient funds as his family was wealthy.
.' LYLE recalled that at one time FINESTONE had a girl-friend whom he was fond of named BETlY92g%UHLER phonetic!. LYLE
recalls being introduced to BEUHLER by ~ NESTONE at her apartment
in Greenwich Village, the address of which he could not recall.
LYLE stated that BEUHLER was a folk singer by occupation although
he was not familiar with her employment, if any. - A
LYLE stated that he believes WEINSTEIN left Cornell
in June 19h9 and thereafter attended Columbia Law School. He stated
he understood WEINSTEIN also worked for the Progressive Party in
New York during his residence with FINESTONE. ~
During his association with FINESTONE and WEINSTEIN,
LYLE stated neither mentioned or indicated membership in the
Communist Party although from FINESTOE's conversation in particular
LYLE regarded him as "definitely very left wing." When-asked to"
explain this description LYLE stated he recalled that on several
occasions during the time legislation was pending to outlaw the
Communist Party that FINESTONE was bitterly opposed to this and
so expressed himself. ~ .
LYLE stated that during his association with FINESTONE
and WEINSTEIN no indication was given by either that they were -
engaged in any suspicious activities and that at no time was he ever
requested by them to perform any service. a -

position with Lever Bros. for FINFSTCNE, Mrs. CRAIG stated that in hercapacity as Psychological {lest Administrator, it was her duty to interview
prospective applicants for or comlm- Y. She stated she recalls that she had
told her brother to have FINESTONE come to the Shelton Hotel, Lexington and
Forty-ninth Street, New York'aCity, where all prospective employees were being
interviewed, She recalled that FINESTONE appeared at her office one day in
either October or November of 1949 and that she fvxrnished him an application
to fill out there and then. She stated that within one-half hour, FINFSTONE
told her that the application would do him no good inasmuch as he could not i
sign the application, She advised that there is a paragraph in the application
inquiring of prospective applicants whether or not they have ever held member-
ship in the Communist Party or other such groups. She stated that FINETONE
had told her that he could not sign the application as it would be against
his principles. She advised that inasmuch as he did not siga the application
he was not further considered for aposition with her company. She stated
that inasmuch as the application had not been completed, she had torn it up,

2, 1950f He said a few weeks laterduring final examinations at Cornell, PIG ARD_
came back to Ithaca for a few days . GATT! advised that he and LYLE, and their

- After graduation tie first of February, 1950, curry stated, he
went to New York City and, being out of a Job and short on money, he stayed at
I418 Ninth Street, at WEINS'1'EIN's and FINES'10NE's apartment. He stated that he
stayed there with PICKARD, WEINSTEIN, FIbESTO!E and LYLE until LYLE, PICKARD,
and himself rented an epartme nt at 780 Greenwich Street approximately two weeks
after moving in with FINESTONE and WEINSTEIN. He stated that about August,
1950 PICKARD left New York to go to Les Vegas, Nevada to obtain a divorce en! '
he and LYLE moved to 353 West 57th Street, Apart-nent lb-D. He advised that he '
stayed there a couple of weeks and enlisted in the Anny on Septcmb-er 12, 1950. .
. He stated that he met MAXWELL FINES'IDNE during the Christmas of
19148 in New York City. He said that he was closely associated with FINESTONE
at Cornell until FINESTONE graduated about June, 19149. He stated that FINES1ONE's
home i_s in Ithaca, New York and he saw him frequently until he moved to New York
Ci*>Y- He advised mat after LYLE, PICKARD, an hinself moved to 730 Greenwich
Street, he did not see much of FINESTONE or NSTEIN. -
GATTY stated that he met JIME INSTEIN through MAX FINESTONE at
Cornell during early, 19149. He stated that he may have known him earlier but '
he could not recall ever having met him before. He stated lI'EINSTEIN and FINES1DNl
were always together while they were at school and he drank beer and partied
with them some. He stated that they were living at 1418 East 9th Street when
he enlisted in the Iamy in September, 1950. He stated that several times at
drinking parties that PICKARD, LYLE, and hinselt would get in "bull sessions"
and argue political issues with WEINSTEIN and FINESTONE. He stated upon several
occasions FIDESTONE and WEINSTEIN tried to persuade them to join various organi-
zations such as the NAACP, the AYD, and about six other clubs at Cornell Universita
that Communist sympathizers belonged -to. He stated that LYLE and himself rever
had anythirg to do with them and he believed that PICKARD did not either. -
The photographs of FINESTONE, PERL, DAIYTON, ROSENBERG, GIASSMAN
ELEANOR! , and S.".R.".N'1 were shown to G..1TY and he stated that he never saw WILLIAM
PERL before but he did recognize FINESTONE and thought he had met S..Ri.N1 at
Ithaca, "New York during the summer of l9h9. He stated that he went for a, ride
with FINESTONE out to the house that S_AH.492N1 was building in Ithaca. He stated
that he was nosing around the house and did not know vhat FINESTONE and Sl.R.i.N'1'
talked about. He said he never saw SARANT again. -

apartnent at 65 Morton Street for a place to stay while SARANT and hie wife
were away. He stated that he never saw SARANT or PERL while -he was staying
there during the Chris tnas Holiday of 19h9 and had no reason to question
EHESTONE any ihrther about the apartment. He said that he did not notice
anything unusual happening in the apartment at 65 Morton Street during the
Christmas Holiday of 19149 but that he wouldn't because he was only there at
night time. He said that the apartment had very little furniture and no _
telephone at that time. He stated that LYLE, POIRER, and his wife, SHIRLEY;
and himself slept on the floor while they were at 65 Morton Street.

Superintendent of the Apartments at 65 Morton Street, during the Holidays.

SARANT's step-father, had been attempting to sell the SARANT residence,
and that he believed that a sale had recently been consummated through
the Ithaca Savings and Loan Association._ _
Albany Confidential Informant T-2, of known reliability, advisedthat on July 25, 1951, LOUISE SARANT, as seller, ganypyed the SARANT
residence on Cayuga Heights Road to WILLIAM MO0NE,92WO0DwARQ for the
purchase price of $12,000.00, it beiné estimated that $3,h00.00 would
be necessary to complete construction. At the time of sale, the Ithaca
Savings Bank held a mortgage with an unpaid balance of $5,700.76. This
-mortgage was assumed and increased to $9,lO0.00_by the Ithaca Savings
and Loan Association. It was estimated by this informant that LOUISE
SARANT received approximately $h,800.00, less broker's fee from the
sale of this property, VICTOR K. D. ROSS acting as broker. This in-
formant stated that LOUISE SARANT, at the time of closing, displayed
a power of attorney executed by her husband. Informant was not in
possession of any additional information, and he advised that he did
not know any future plans on the part of Mrs. SARANT.

August 16, 1951. Instructions were given to mail the final bill to
Mrs. SARANT, Cayuga Heights Road.
" Mr. E. F. SLOUGHTER, Ithaca Postmaster, advised that there is
no order for change of address on file for the subject. It was learned
from Albany Confidential Informant T-h, of known reliability, that mail
is still being received for Mrs. SARANT at her old residence, but that'
apparently she or someone is picking this mail up from the rural mail-
box from time to time. This informant stated that he is positive that

cottage and apparently have taken up temporary residence there.

letter had been received at the VICTOR K. D. ROSS residence, where
LOUISE SABANT is navresiding, addressed to Mrs. RSS and postmarked -
August 2h, 1951. Informant advised_th t the sender's name was notlegible, but that it appeared to b¢*,92'£gSSABNT" orYJOSSAN'l"' and that
the envelope was from the Hotel Earle, New York CityT" This informant
later advised of the receipt of a second similar letter postmarked
August 28, 1951, New York City. It will be noted that the senderfs
name is a possible combination of ROSS and SARANT.
- As set forth previously, Confidential Informant T-3 has advised
that the SARANT telephone Ithaca 7h66! was disconnected on August 16,
l95l. This informant further_advised that IDUISE SARANT has been in
telephonic contact with BRUC§bB$YTON in Cambridge and Jamaica Plains,
Massachusetts, and that she had made a collect call to this number
from Boston Jamaica H-7h52! on June 21, 1951. It was further learned
that a collect call had been made to the Ithaca number from New York
City Trafalgar R-9882! on June 19, 1951. W q

DONAID BENNETT, who is employed as a fireman by the City of
Ithaca, and who was also employed by ALFRED SARANT as a painter,
was recontacted. BENNETT advised that SARANT was a good man to
work for and that he never had suspected him of any subv rsive
activity. He w s questioned concernin- any contacts of SABANT andp was displayed pwggz-apns of JULIU$KR5gENf.BERG, WIL - L, .1021. _ BARR and VI _- , _SMAN. BENNETT stated that none o these persons
are fami iar to him and that he does not associate these photographs
. with any ARANT's contacts. BENNETT did state that he was acquainted
with H ; INESTONE, having met him while he was also employed by SARANT.
It is BBNI 's understanding that FTNESTONE and LOUTSE SARANT_met in
high school and that they at one time went together. He added that
they have always seemed to be very good friends. BENNETT advised that
he never heard any mention of an apartment at 65 Morton Street, New
York City, or any connection between FINESTONE and the SARANEB with
regard to any apartment in New York City.
ALFRED SARANT and HA_ 11 THE and PHI IORRISON. He advised that
he has seen these individuals in and abo t Ithaca, but he never saw
them with SARANT. He stated that he recalls something that ALFRED
SARANT once told him about trying to get BETHE to help him enter
Cornell University Graduate School, but that this is the only time -
SARANT ever mentioned BETHE, and that he does not believe that they
were ever close friends. He does not remember SARANT ever mentioning
NDRRISON. ABENNETT was quesFioned concernin the relationship between

BENNETT stated that he does not believe that ALFRED SARANT
premeditated leaving Ithaca and his family when he did, because
' only a few weeks before he left he ordered a set of ladders from
Montgomery ward, those ladders being delivered after he left town.
However, BENNETT recalled that when SARANT left for New York City,
he told him that he ould be in charge of the painters in his abé Isence and that !l§gR%ES.had his power of attorney if any questions ~

RALPH PAINTER residing at 5580 Grayton, Detroit, Michigan,
stated that the PAINiERs enjoy a good reputation in the
neighborhood and that LOUISE SARANT did not visit the PAINTERsduring the summer. This ssgtement was made after photographs

- It is noted that, on page 8 of this report, your
Confidential Informant 1'-2 advised that Louise Sarant, at
the time she closed the deal with respect to the sale of -
the Sarant residence in Ithaca, New Iork, displayed a power
of attorney executed by her husband.
It is believed that it night be of considerable ' ,
importance to determine if possible the exact time when
Sarant executed this power of attorney, bearing in mind the
subsequent information appearing in this report to the effect
that Sarant left Ithaca-ratherhurriedlyand apparently with» 1|
out premeditaticni It is suggested that your office determine
whether it_ie possible that a copy of such power cf attorney
may have been filed with either the Ithaca Savings and Loan
Association or with Iilliam Rooney Woodward, the purchaser of
this property. _ _
On pages 5 and 6 of this report, there was set forth
a compilation of the various deposits made to the account of '
Alfred and Louise sarant at the.First National Bank of Ithaca, ,.
New York, during the year 1951. It is desired that your qfice
immediately determine whether that bank maintains either
photostatic or recorder copies qf checks which are deposited
to the account qf.its customers. In the event some is true,
such checks as were deposited to the Sarant account should be
carefully examined to determine whether some may have any y"

Rebulet 9-29-51, in which the Bureau advises that a sumary report
"setting forth the complete available information concerning LOUISE SARANT"
should be submitted before consideration will be given to including her in
the Security Index. This letter refers to Section B of SAC Letter #95.
It will be noted that subJect is being investigated under an
espionage classification, rather than under a Security Matter or Internal '
security classification. It is not clear, since instructions appearing
in referenced SAC Letter seem to apply only to the latter type classifica-
tions, whether the Bureau desires an investigative or a prosecutive type
summary. The outline set forth in this SAC Letter does not seem applicable
to an espionage subject.
' It is further noted that practically all information involving
IOUISE SARANT is based upon hearsay and other inadmissible evidence.
Bureau advice as to the proper form for this report and what it
shou1d.include with reference to her connection with Soviet espionage, is

She stated that this was the sate in which the very
important AEO documents were maintsined,and that there was
a stenography notebook maintained in the safe which was '
used for charge-out purposes. She stated that when she
came to Cornell University Doctor BACHER furnished her
with the combination of the safe on a piece of paper and _
thereafter she committed it to memory and destroyed the
piece or paper by burning it. She stated that Doctor
BACHER was the only person who knew the combination of the
Number One safe at that time and he must have forgotten
part or the combination because he relied upon her for the
memory of the combination. =-

of historian or some similar titled position at Los Alamos
and Miss MC BEOD recalled that during the period she was
employed as Departmental Secretary a special courier came '
from Los Alamos and delivered to EMILY MORRISON a quantity,
of classified material which was allegedly to be used
as a continuation of the position which EMILY MORRISON had
formerly held at Los Alamos, She stated that EMILY MORRISON
gave her this package of documents for safekeeping in the
Number One safe. She indicated that EMILY MORRISON would
from time to time come to her and request these*documents_
and thereafter she would remove them from the Number One
safe and EMILY MORRISON would usually take them to the
office of her husband, which was approximately 150 feet
or so down the hall from Doctor BAcHER'S office, where
the Number One safe was kept. _
Miss MC LEOD stated that EMILY'MORRISON would subse-
quently return the documents to her to be replaced in the
safe; however, she stated that there was no accounting of
these documents and she never knew the exact number ofdocuments which were maintained in this package, ' -

set was considered to be something fantastic and was just
a matter which you might joke about." She stated she had
later learned that the idea of NEPA had considerable merit
and it is her understanding that today it is or will be a

Department during the period she was at Cornell University.
She stated she possibly had "met caaoniawron, the wife of
Doctor DAYTON, and she would call for DAYTON at Rockefeller
Hall; She indicated that Rockefeller Hall housed the Phy-
sics Department and the Laboratory at Cornell University.
Miss MC LEOD stated that IMXTON did not work
directly under Doctor BETHE; however, she stated the
Graduate School was a well knit, close organization and
almost everyone in the Department was known to.everybody »
else. She stated they often attended socials and receptions
at vanous Faculty members homes and they had ample oppor-
tunity to become known to one another. She stated that
DAYTON, to her knowledge, did not have access to either the
Number One or Number Two safes aforementioned and she has =_
no knowledge that DAYTON may have had any access to mater-
ials which Doctor BETHE maintai d.

MAXWEL FINESTONE and various other individuals connected
with t ROSENBERG Espionage group were exhibited to Miss
MC LEOD without effecting identifications. '- p _
' Miss MC LEOD telephonically contacted the New
York Office on October 16, 1951 and advised SA Robert F.
Royal that Doctor BETHE may have obtained the combination
for the Number Two safe at the time she furnished the com-
bination to JEAN TOWER. She stated that Doctor BETHE had
'access to this safe inasmuch as it was in his office and
he would help himself in obtaining documents from this safe.
She also advised that at the time Doctor BAOHER furnished
her with the combination of the Number One safe he reset
the combination, and there is a question in her mind as to
whether at the time he physically passed the safe on to
Doctor WILSON that he passed on the combination of this safe
to Doctor WILSON. she stated Doctor WILSON was reluctant .
to accept the responsibility of the Number one safe and
this accounts for question in her mind as to whether he
actually received the combination from Doctor BAOHER."
Miss MC LEOD also advised that Doctor BACHER
filed the necessary forms for her to obtain clearance to
handle the classified documents in the Number One safe at
the time of her employment in Apri1,.l9h6. She stated she
does not know whether she ever received any clearance inas
much as there was no apparent investigation conducted per-
taining to her clearance. In this connection she also ad-
vised that she had no knowledge of whether JEAN TQWER hadclearance to handle classified documents. »
