Pedestrian-enforcement operation targets drivers Sep 23, 2003 12:00 AM A A Medford police today will target drivers who fail to yield to pedestrians at an east Medford intersection. Police will operate their Targeted Pedestrian Enforcement operation from 11 a.m. to — p.m. at the intersection of East Jackson Street and Keeneway Drive. Pedestrians have the right of way at every intersection, whether or not a crosswalk is marked on the pavement. During the operation, a police department employee works as a decoy and walks back and forth across the street when there are safe intervals in traffic. Officers ticket drivers who don't stop for the pedestrian. A citation for failure to yield the right of way to a pedestrian carries a & 36;175 fine, police said. — The department started the program in 2002. It has seen a steady decrease in the number of citations issued as drivers become aware of the need to stop for pedestrians, officials said.
