Authority funds have returned About 20 years ago, the manager of the Bear Creek Valley Sanitary Authority was convicted of embezzling a large sum of money. He was ordered to repay the money. Did he do so? What was the final outcome? -- Dennis D., Medford The individual you ask about is William Corrin, who was the authority's finance director -- not its manager -- from October 1975 until Aug. 28, 1987. After pleading guilty in 1988 to two counts of first-degree theft, he was sentenced to two consecutive five-year terms in prison. According to Department of Corrections records, he was admitted to the Oregon State Penitentiary in Salem on Sept. 6, 1988, put on leave May 3, 1989, and released on parole Nov. 29, 1989, to Washington County. "We took this very seriously," said Chuck Root, who became the authority's manager April 1, 1987. "We were not bashful about sending him to prison." Root said that according to authority records he has checked, it recovered $403,000 from Corrin, some of the banks and the authority's insurance companies. Corrin was accused in BCVSA's civil lawsuits of stealing $90,000 in cash, forging withdrawal slips for $393,525 from the authority's savings accounts in a couple of banks, and diverting the money to personal accounts.
