RIDE-SHARING CONTROVERSY Eugene fining Uber up to $2,000 a day Comment By The Associated Press MailTribune.com By The Associated Press Posted Jan. 15, 2015 at 6:07 PM By The Associated Press Posted Jan. 15, 2015 at 6:07 PM » Social News EUGENE  — With the meter running on municipal penalties, the city of Eugene is pressing its case against the digital taxi company Uber — but it also may change city codes to make sure they cover ride-hailing smartphone technology and businesses that use it. So far, the $2,000-a-day fines Eugene has imposed on Uber for operating without a license amount to $118,000, the Eugene Register-Guard reported. That was the total as of Monday. An Uber lawyer has appealed the fines, and the city scheduled a Feb. 2 date before a hearing officer. Uber contends that because its drivers own and operate private vehicles, it isn't covered by city laws that require vehicles to have commercial auto liability insurance, to keep service and complaint records, and to have inspections every six months. But the city points to the language in ordinances that define a public passenger vehicle company as "any business which operates one or more public passenger vehicles regardless of who owns the vehicles operated." Uber has run into resistance in many communities in its global expansion, as it has in Eugene, Salem and Portland in Oregon. Portland and the company recently agreed to a three-month truce while the city rewrites its rules. The company has gotten approval in many jurisdictions, as in the Portland suburbs where it has been welcomed. Eugene city spokeswoman Laura Hammond said that while the city "firmly believes" its current taxi code covers Uber, it is considering amendments. She said the city would specifically require licenses for companies that connect, or attempt to connect, a prospective passenger to a vehicle for hire by digital means. "The proposed code amendments also more clearly authorize the use of smartphone applications as a way to calculate fares," Hammond said Wednesday.
