It also had to do with the general election versus an off-year election. Can you find out what the law is? -- Stan S., Medford One provision in Measure 4 approved by voters in 1996 sought to prevent the practice of placing local tax levies on the ballot during special and primary elections when turnout is typically low, requiring a so-called double majority vote for money measures to pass. The main purpose of Measure 47, however, was to cut property taxes and limit property tax increases. The measure amended the state constitution. Located in Subsection 8 of Section 11 in Article 11 of the Oregon Constitution, the law states that 50 percent of registered voters must turn out for the election and a majority of those must vote in favor a tax measure in order for it to pass during an election that is not a general election.
