Employers are only required to pay hourly, nonexempt employees for the actual hours they work, unless you have a policy, union contract or other employment agreement that promises pay for absences due to weather closures. The answer is different if an employer decides not to open and any of its employees are salaried, exempt employees. As this absence is occasioned by the employer, the employer cannot dock the pay of the employee. However, the U.S. Department of Labor's current interpretation is that the employee could be required to use paid leave, so long as the employees receive his or her full salary. If the employee has exhausted all paid leave, the employer must nonetheless pay the employee his or her full weekly salary for the full day absence or absences (anything short of a full week).
