Does the city have the authority to impound scooters that are being operated illegally? I can’t imagine the fines are enough to change bad behavior. It’s enough to make me wish it would rain, and then wait for the next fad to appear in the spring. — Matt. C., Medford While there may be some violation out there outrageous enough to warrant impounding a scooter, Medford police Lt. Mike Moran says that in general, officers do not have the authority to do so. But with the recent increase in the number of scooters seen whizzing along Medford’s streets, officers have started ticketing riders who don’t follow the law, Moran said. Unlike mopeds and "mini motorcycles" (which Moran says can be impounded), insurance and registration is not required for scooters. Also, riders do not have to possess a driver’s license to operate a scooter, even though riders must be at least 16 years old.
