Eighth St. The debate over a development that would bring more than 300 mobile homes to west Medford heads for the City Council tonight. The council will conduct a public hearing on two appeals of the Medford Planning Commission's decision in September to approve a conditional use permit for Stonebrook Park, which would be built on 88 acres on Rossanley Drive. The first appeal comes from Tom and Heidi Espinosa, Ross Lane residents who say the development doesn't mesh with the city's comprehensive plan and doesn't mean the requirements for a conditional use permit. The second appeal is from the project's developer, Stonebrook and Associates, which opposes some conditions imposed by the planning commission. The contested conditions relate to landscaping, buffers, setbacks, storm-water measures, canal improvements and a right-of-way issue for Rossanley Drive. The city's planning staff has reviewed both appeals and made recommendations. The staff has recommended that the council deny the Espinosas' appeal. On the developer's appeal, the staff's recommendation was mixed. It recommended clarifying the language as requested by the developer in several places and affirming the commission's decision requiring an 8-foot brick buffer wall. On two issues, canal improvements and a landscaping dispute, the staff made no recommendation. Plans for Stonebrook Park include 338 lots for mobile homes and 148 lots for conventional homes.
