The rates are based on flat and meter schedules, either of which plans have been optional up to date, though the council has from time to time taken under advisement the matter of installing meters. For domestic service the minimum charge per month is $1, based on 60-watt lights: five lights, $1.25; six, $1.40; seven, $1.55; eight, $1.70; nine, $1.85; ten, $2, plus 10 cents each for over ten. The commercial rate is 40 cents each per month, 1 to 10 lights inclusive; 11 to 20 lights inclusive, $4, plus 30 cents each for each light above 10 and including 20; over 20 lights, $7, plus 20 cents for each additional over 20. The meter rate is on a sliding scale, from 6 cents per kilowatt hour per month up to 25 k.w.h. with various schedules intervening until a maximum of $5.60 is reached for 250 to 300 k.w.h. per month, plus 0.8 cents for each k.w. above 250. Patrons to the extent of over 300 k.w.h. per month get a rate of 2 cents per k.w.h. Meter rate applies to domestic use as well as lights. Air heaters and motors above one h.p. will take half of the foregoing rate. The minimum on any classification is $1 per month. In common with some other manufacturing concerns, the Ashland Ice and Storage Co. uses both water and electric power, patronizing the city water or light systems respectively as one or the other may be most available. The water phase of the supply depends upon the flow in Ashland Creek. The water rate certainly is not excessive, and as to electric power that is fixed on a standard basis and the rate has not been raised, according to city officials. The ice company pays a rate of $3 per horsepower on a 24-hour basis. The fact remains that, with the installation of the municipal lighting system, rates were reduced nearly one-half over those prevailing seven years ago. The physical operation of the plant has been a phenomenal success.
