James Charles Lowman, 65, of the 700 block of North Keene Way Drive, is being held in the Jackson County Jail on charges of attempted murder, second-degree assault and strangulation, Medford police said. His bail is set at $2 million. The woman is recovering from "significant" injuries to her face at Asante Rogue Regional Medical Center, according to Lt. Mike Budreau. "It was a very bizarre attack. It really doesn't make any sense," he said. The attack was reported just after 1 p.m. at an adult foster care home at 712 N. Keene Way Drive, police said. Budreau said the woman, who did not live there but visited often to see a family member, was outside gardening when Lowman attacked her. Lowman is a resident at the facility, police said. Investigators say he picked up a brick and struck the woman in the face, which knocked her to the ground. Lowman then allegedly started strangling her until a passerby, a 25-year-old woman, stopped her car and intervened. She then called 911 and rendered aid until medical personnel and police arrived. Investigators added Lowman walked away and sat down until police arrived and arrested him. For now, the reasons for the attack remain unknown. “It’s completely unprovoked. There’s nothing that the victim did or said. We’re not aware of any relationship or issue between the two that would have prompted any type of assault,” Budreau said.
