Comment MailTribune.com Writer Posted Oct. 20, 2015 at 12:01 AM Posted Oct. 20, 2015 at 12:01 AM » Social News Oct. 20, 1915 MEDYNSKI PLAN WINS BY AID OF CITY ATTORNEY The 50-50 rebonding plan for the paving indebtedness was hog-tied at the regular meeting of the city council Tuesday night, thought an afterthought by the City Attorney McCabe, who ruled that it could not be submitted to a vote of the people with the Medynski scheme. Before giving this decision, he opined that both could stand upon their own feet. In accordance, the Medynski plan was read and approved. Then the 50-50 plan was read and approved. Then City Attorney McCabe declared that the council's action upon the last approved plan was invalidated by the action of the approval of the Medynski plan, and proved his contention by producing the city charter. The news stupefied the supporters of the 50-50 plan, who adjourned until tonight to reconsider the proposition. Councilman Hargreave charged that City Attorney McCabe double-crossed the majority of the council in his enthusiasm for the Medynski plan, and that a trap was laid and executed with some skill. All Attorney McCabe said was that he was following the law, and that if there was a trap, he knew nothing about it. Judge Crews spoke in favor of the Medynski plan and urged that they be voted upon separately. He left before Attorney McCabe's final decision was made upon the matter. The city attorney also charged that the majority of the council ignored him until last night. The council will hold a meeting tonight in an effort to find a way out of the difficulty, and save the 50-50 plan, but the chances seem slim. The Medynski plan has an ace in the hole and is going to keep it there. STEPS TO CHECK SURPLUS WHISTLING BY S.P. ENGINES At a meeting of the city council Tuesday night, a compromise was affected between the city and Southern Pacific on the surplus whistling nuisance. With Assistant Superintendent Fred Hansen representing the railroad, and acting Mayor Medynski the city, Mr. Hansen said he would instruct the engineers of trains to pull lightly on the whistle cord in the future, shorten the blasts and do all in his power to moderate the noise. Regarding the jayhawker signs at the Main Street crossing, Mr. Hansen said the railroad had nothing at all to do — the blame rested with the state railway commission. But he stated he knew of no better crossing signs — everybody recognized them; they were the standard crossing signs of the world.
