In 2008, Ashland voters passed a local option levy for enhanced library services for the Ashland library. The ballot measure stated that the taxes collected were to be used for enhanced library services, including programs for teens, seniors and children. Following the creation of the county Library District in 2014, the local option tax was not levied again in Ashland; however, $56,587 remained in the city’s library fund. The city’s biennial budget for 2015-17 identifies those funds to be used for purposes consistent with the 2008 local option levy if such uses are identified by the Ashland library and the Library District. The Ashland library intends to use the funds to enhance children, teen and senior services by purchasing literacy-focused digital learning solutions and programs for an early literacy center in the children’s department of the library; by purchasing equipment for the teen department; or developing a program for taking library programs to senior living spaces in and around Ashland. The city and the Library District have signed an intergovernmental agreement that states the funds can be used only at the Ashland library for the programs stated above.
