Phoenix police arrested Kara Monday on charges of first-degree theft and first-degree forgery. He was lodged in the Jackson County Jail on $15,000 bail. Drugs — Rebecca Laverne Newcomb, 34, 3500 block of South Pacific Highway, Medford. Jackson County sheriff’s deputies arrested Newcomb Monday night on charges of possession of amphetamine and second-degree forgery. She was jailed on $9,000 bail. Sexual abuse — Jay Paul Madrin, 38, first block of Ross Court, Medford. Sheriff’s deputies arrested Madrin early Tuesday on two counts of first-degree sexual abuse and one charge of sexual penetration. He was jailed on $3 million bail. Driving under the influence — Chris Allan Carlson, 42, no address listed. Medford police arrested Carlson Tuesday on charges of felony driving under the influence and driving with a revoked license. He was jailed on $28,000 bail. Theft — Shane Michael Steil, 28, 1300 block of Northeast Ninth Street, Grants Pass. Steil appeared in Jackson County Circuit Court Tuesday on an indictment charging first-degree theft. He was booked in jail and released. Drugs — Cassandra Fawn Arnspiger, 23, 400 block of West Main Street, Medford. Arnspiger appeared in Circuit Court Tuesday on an indictment charging possession of amphetamine. She was booked in jail and released. Drugs — Gordon Andrew Mosley, 42, 600 block of North Grape Street, Medford. Mosley appeared in Circuit Court Tuesday on an indictment charging possession of amphetamine. He was booked in jail and released.
