William Eno, an American businessman from Saugatuck, Conn., was one of the first people to propose a set of uniform traffic regulations in an article published in Rider and Driver magazine in about 1890. New York City and some other municipalities implemented some of his suggestions, but the stop sign didn't materialize until summer 1915 when the city of Detroit installed one. The sign was white with black letters painted on a piece of sheet metal. The stop sign as we know it today began to take shape in late 1922 when three transportation officials from the states of Wisconsin, Minnesota and Indiana toured the nation to look for ways to standardize highway signage. They decided to assign a traffic command to shapes instead of words, so drivers could more easily discern the signs at night. They made a report to the Mississippi Valley Association of State Highway Departments in Chicago in January 1923, and the association adopted a set of new standards, including an octagon shape to signify stop. The first Manual on Uniform Traffic Control Devices for Streets and Highways defined a stop sign as an octagon with red or black letters on a yellow background.
