For deficient bridges within the city , federal Highway Bridge Rehabilitation and Replacem ent (HBRR) grant funding should be sought. Additionally , it will be im portant that traffic m anagem ent plans be developed to accom modate current travel dem and during the tim e that bridge im provem ents are under construction. Developm ent of these plans should take into account current function of the bridge and any special needs such as freight routing and/or bicy cle/pedestrian connections. Bridge im provem ent projects for structures under the jurisdiction of the City of Medford are also included in Table 5-8. Safety Improvement Strategies Table 3-10 presents a sum mary of crash data at several major intersections in the Medford UGB that are currently experiencing a higher than average crash rate. Prelim inary analy sis of these locations is included in Table 5-5 which is based on a review of the predom inate ty pes of crashes and an assessm ent of likely contributing causes at all of the identified high crash locations. Table 5-10 includes prelim inary projects for intersections that would not be improved as a result of a capacity enhancem ent. The projects identified in Table 5-10 are also included in Table 5- 8. Refinem ent planning and prelim inary engineering will be necessary to confirm the feasibility of each proj ect. The city should consider developing a Safety Priority Index Sy stem (SPIS) to refine its review and assessm ent of high crash locations to facilitate the prioritization of im provem ent projects.
