How is it decided how to place street lights? — Barbara P., via email   We reached out to Medford Public Works Director Cory Crebbin to shed some light on your query. It turns out that the majority of streetlights are installed by developers when neighborhoods are planned, but there is a small budget for additional streetlights. “Our budget for streetlights is about $10,000 a year,” Crebbin said. We haven't been streetlight shopping for a while, so we asked what ten grand buys these days. “Four or five, unless they’re expensive ones (typically meaning that it needs a base-mounted cabinet), then you’re down to like two,” Crebbin said. Considerations for how to choose which new lights start with traffic safety, but also include how long someone's waited and whether the resident's neighbor wants a streetlight too. “Not everybody is a fan of having street lights in front of their house,” Crebbin said. “Depending on the location, we may ask other people if they support the request.” Burned-out bulbs are addressed in a different budget. The $10,000 budget covers standalone requests from individuals, which can be submitted online by clicking the "Citizen Traffic Request Form" link at ci.medford.or.us/publicworks.  “I encourage folks to put in a request, but I discourage folks from thinking they’ll see a quick response to one," Crebbin said. "We definitely have a backlog." Also separate from that $10,000 budget is street lighting for street expansion and improvement projects, such as the two improvement projects in the pipeline for Lozier Lane. A city/county joint project on Lozier Lane is in the planning phase from West Main Street to Stewart Avenue. More specifically, Medford Public Works is working on construction documents and has begun the right-of-way acquisition process. Because it's a joint project with federal funding, Crebbin explained that the timeline is longer than Medford Public Works projects. The only timeline he could give is within the next two years. The second Lozier Lane improvement project, solely organized through Medford Public Works, is planned between Kime Drive to Cunningham Avenue, which is at the preliminary stage.
