The National Football League limits rosters to 45 players on game days, but allows teams to have an emergency third quarterback available. The present rule dates back to 1995, when the emergency (third) quarterback became eligible to enter the game in the fourth quarter, regardless if the other two quarterbacks were able to play. So if a third-string quarterback enters the game, the first and/or second quarterback may re-enter.
