The Bohemian Club in downtown Medford has come under fire from the Oregon Liquor Control Commission for fights, disorderly conduct and other violent behavior over the past 29 months. As a result, the licensee, Quanna Bohn LLC, with John Bohn as its managing member, has agreed to surrender its alcohol sales license by Feb. 28, 2019, or sooner if Bohn can find someone to buy the business, known locally as the “Bo” club. According to the OLCC, The Bohemian Club failed to provide food service, a requirement for a business selling alcohol. The OLCC described how a patron had suffered a diabetic emergency after being unable to order food. Under its license, the club is required to have a three-hour meal period if it opens after 5 p.m. and offer at least five different substantial food items in areas where alcohol is served. A release from the OLCC states, “The Bohemian Club, 123 W. Main St., Medford, has a sustained history of serious and persistent problems, with 41 documented incidents over about 29 months. Thirty-two of those incidents involved violence, such as fights, disorderly conduct and assaults.” Matthew Van Sickle, alcohol program public affairs spokesman for OLCC, said the problems at the club were significant. “It’s one of the worst I’ve seen in the few months I’ve worked with this agency,” he said. Van Sickle said the owner of the business is trying to sell it, and the new owner would seek a new license. “With him no longer on that license, it takes a lot of that baggage with him,” he said. While the new owner would have a fresh start, OLCC would continue to monitor the operation to make sure some of the existing problems don’t continue. Van Sickle said OLCC works closely with local law enforcement to provide a balance between not having these types of activities going on in a downtown while respecting the rights of businesses. “When someone racks up as many things as this, it definitely affects neighborhood livability,” he said. The Oregon Secretary of State’s office listed Bohn as the authorized representative for The Bohemian Club in 2017. A 2015 filing lists Bohn and Quannah Combs as the representatives. The building is owned by Kodiak Properties LLC of Medford. According to Quannah Garland Combs’ Facebook page, he indicates he’s the former owner-operator of the club. Bohn could not be reached for comment Wednesday or Thursday. A message machine at the club indicates the restaurant is closed, pending remodeling, though the club was open Friday and Saturday nights. The club operated under an “F-COM” license, which entitled it to full on-premises sales and is typical of a commercial restaurant that can sell distilled spirits, malt beverages, wine and cider. Medford police Lt. Mike Budreau said his department has responded to 19 calls for service at The Bohemian Club this year, including for assault, harassment, threats, disorderly conduct, theft, vandalism, fraud and lost property. In the past, police have seen similar behavior at night in the downtown, but Budreau said his officers generally don’t see a significant problem in the downtown.
