Since You Asked: Daylight Saving Time's extra hour is coming Tuesday Nov 1, 2016 at 12:01 AM I've been waiting and waiting for the end of Daylight Saving Time to end. I've always heard it was fall back, spring forward, but so far it hasn't happened this year. For a while it seemed to coincide with my Halloween parties, but now who knows? When will it ever end? — Marcy J., Ashland Well Marcy, at long last you're going to see a change this weekend.  That extra hour of party time, errrrr sleep you've been awaiting, will arrive Sunday, Nov. 6, when all those cellphone, tablet and digitally attached clocks magically kick back from 2 a.m. to 1 a.m. However, for all of those wind-up watches, wall, radio alarm and grandfather clocks scattered around your domain, you're stuck resetting them yourself. Democrats and Republicans in Congress passed the Energy Policy Act of 2005, signed by President George W. Bush, to extended Daylight Saving Time by four weeks beginning in 2007. The result was starting Daylight Saving Time on the second Sunday in March and ending the first Sunday in November. Since Oct. 31 was on a Monday this year, it kind of stymied your post-Halloween snooze. The rationale for extending DST was saving in the neighborhood of 100,000 barrels of oil daily, plus saving electricity by turning lights on later in the day. People would also have more time to exercise and garden after work.
