How do you know for sure that a particular candidate actually won the election? When will all the votes be tallied and when will we know for sure? — Joe T., Phoenix You are right, Joe. We can’t be 100 percent sure that the outcome of a race is known until the County Clerk’s office certifies the election, which will take place on Nov. 22, at the latest. As Kathy Beckett, our county clerk, has pointed out on more than one occasion, everyone else — the media, the candidates and the public — call an election long before she does. But when a candidate is trailing by 2,000 or 3,000 votes with most of the votes tallied, it would be difficult, if not impossible, to make up the difference. At this point, 99.9 percent of all the ballots have been counted and verified. Advertisement There about 103,443 ballots that have come back, representing 84 percent of all registered voters.
