options identified and discussed in the RTP and the TOD study for im plem entation within the Medford
UGB. The strategies were prim arily of two ty pes:
• Strategies involving City support of RVTD focused on specific service enhancem ents
• Strategies that could be im plem ented by the City in partnership with RVTD.
Service Enhancement Strategies
Table 7-2 describes several strategic options for ser vice enhancem ents that could be supported by the
City, and identifies relevant polices and other com mitments that could be satisfied by implem entation of
these options. It should be noted that there are additional service enhancem ent options that could be
identified, the ones in Table 7-2 are intended prim arily to be illustrative of possibilities.

The strategies listed in Table 7-2 directly and indi rectly respond to the public transit sy stem planning
policies dictated by the TPR, RTP, and the City ’s Comprehensive Plan . To vary ing degrees, the
strategies also reflect the goals of the Medford Vi sion Strategic Plan and the RTP Alternative Measures
package. While m any local and regional policies relate to actual service enhancem ents, others recognize
the im portance of m ulti-m odal transportation sy stem improvem ents and land use actions in the success of
transit service plans and policies. The provision of street space for transit, developm ent of good access
routes to transit including both sidewalks and bicycle lanes, transportation dem and m anagem ent strategies
(like em ployer transit passes and/or participation in the fledgling Medford Tr ansportation Managem ent
Association (TMA)), and im plem entation of trans it supportive land use policies all contribute to
improving transit service and encouraging the use of public transit as a m ode of choice.
