Implementation 1-C(3): Pursue federal, state, and priv ate grants to augm ent operations and construction. Policy 1-D: The City of Medford’s second priority for the use of transportation funds shall be to maximize efficient use of the existing transportation sy stem through use of Transportation Sy stem Managem ent (TSM) and Transportation Dem and Managem ent (TDM) m easures prior to expending transportation funds on capacity improvem ents. Implementation 1-D(1): Utilize transportation dem and m anagem ent m easures as the first choice for accom modating travel dem and and relievi ng congestion in a travel corridor, before street widening projects are undertaken. Policy 1-E: The City of Medford’s third priority for th e use of transportation funds shall be to fund capital improvem ents that add capacity to the transportation sy stem . These im provem ents shall be prioritized based on availability of funds, reducing reliance on the autom obile, im proving safety , relieving congestion, responding to growth, and sy stem -wide benefits. Implementation 1-E(1): Give priority to funding projects that m ost increase capacity and relieve congestion, such as intersection im prove ments as opposed to general street widening, consistent with the adopted level of service (LOS) standards. Implementation 1-E(2): Require new developm ent to m itigate its im pacts on the transportation sy stem through on-site sy stem improvem ents consistent with the TSP required as conditions of approval. Also require off-s ite im provem ents consistent with the TSP when they can be found to be proportional to the impacts on the transportation system (“Dolan finding”). Implementation 1-E(3): Collect transportation sy stem developm ent charges (SDC’ s), as defined by Oregon Revised Statutes and local ordinances, to m itigate im pacts of new developm ent on area-wide transportation f acilities in the Medford planning area. Implementation 1-E(4): Utilize the projects and needs identified in the Medford Transportation System Plan as the basis for selecting and prioritizing transportation improvem ent projects in the Capital Im provem ent Program and into regional and state transportation im provem ent program s, consistent with the adopted goals and policies of the Medford Comprehensive Plan. Implementation 1-E(5): Seek federal funding for capital im provem ents through participation in the Metropolitan Planning Organization (MPO) or other designated distribution process as provided in federal transportation legislation. Implementation 1-E(6): Utilize the sale of bonds as a means to finance capital improvem ents to the transportation sy stem . Select such projects through authorization by the City Council or a vote of the citizens of the City . Implementation 1-E(7): Investigate establishing a trust fund account for acquisition of property for future right-of-way opportunities Street System GOAL 2: To provide a comprehensive street sy stem that serves the mobility and multi-modal transportation needs of the Medford planning area. Street System - Classification Policy 2-A: The City of Medford shall classify streets so as to provide an optim al balance between mobility and accessibility for all transportation m odes consistent with street function. Implementation 2-A(1): Utilize the Street Classification Map of the Medford Transportation System Plan to identify land for public rights-of-way and to give advance notice to property owners and citizens regarding future expansions of the street sy stem .
