Transportation and Land Use GOAL 8: To maximize the efficiency of Medf ord’s transportation system through effective land use planning. Policy 8-A: The City of Medford shall facilitate devel opment or redevelopm ent on sites located where best supported by the overall transportation sy stem that reduces m otor vehicle dependency by prom oting walking, bicy cling and transit use. This includes altering land use patterns through changes to type, density , and design. Implementation 8-A(1): Through revisions to the Medford Comprehensive Plan and Land Development Code , provide opportunities for increasing residential and em ployment density in locations that support increased use of alte rnative travel modes, such as along transit corridors. Implementation 8-A(2): Maintain and continue enforcem ent of Land Use Developm ent Code provisions which require new devel opment to accom modate m ulti-m odal trips by providing bicy cle racks, connecting sidewalks, building entrances near the street, and transit facilities. Policy 8-B: The City of Medford shall undertake efforts to increase the percentage of dwelling units and employment located in Medford’s adopted Transit Orient ed Districts (TODs), consistent with the targeted benchm arks in the “Alternative Measures” of the 2001-2023 Rogue Valley Regional Transportation Plan (RTP). Implementation 8-B(1): Through revisions to the Medford Comprehensive Plan and Land Development Code , pursue changes to planned land uses to concentrate employment, commercial, and high density residential land u ses in Transit Oriented Districts (TODs). Implementation 8-B(2): Com plete and adopt a land use/transportation plan, design guidelines, street and streetscape standards and im plem enting ordinances for the SE Medford TOD, the West Medford TOD and the Delta Waters TOD, and m ixed-use areas. Implementation 8-B(3): Review and revise the Land Development Code to define “mixed- use developm ent” for purposes of tracking this ty pe of developm ent. In the interim , the definition of m ixed-use developm ent contained in the TPR will be used. Implementation 8-B(4): Establish a m echanism like that discussed in Appendix I of the TSP entitled “Developm ent Tracking” for the purpose of tracking m ixed-use developm ent within the City consistent with the requirem ents of the RTP Alternative Measures 5 and 6. Development and Evaluation of Transportation Sy stem Alternatives and Priorities The Medford Transportation System Plan builds on the analy sis of m ode-specific im provem ent needs and the assessm ent of the interm odal dependencies, relationshi ps and alternatives that was incorporated into the 2002 Regional Transportation Plan . The approach taken in developing the Medford TSP was based on the identification, analy sis and evaluation of a ser ies of significant policy choices for the auto, transit, bicycle, pedestrian and truck freight m odes. These choices not only provided direction for mode-specific action plans, but also influenced the manner in which each m odal plan was integrated into the overall TSP. The policy choices can be equated to transportati on system alternatives in that they provided a clear range of options from which the highest priority needs for each mode and for the overall TSP could be identified.
