Proposed Tracking Mechanism for Mixed Use Development
The value of m easures to track progress m eeting the policy objective of building a m ore balanced land
use and transportation sy stem is only as good as m onitoring, assessm ent, and periodic update. The region
has set am bitious targets for changing land use pattern s and directing growth to specific areas potentially
served by transit. However, m any mixed-use and TOD developm ent practices are not y et codified in
Medford plans. Therefore, a m echanism must be developed for Medford and the rest of the MPO area to
track and report on the success in developing m ixed-use developm ents, including theTOD areas. A
proposed m echanism is included in this Appendix.
The overall intent of tracking is to prom ote developm ent of m ixed-use, pedestrian and transit-supportive
centers. Until city plans and codes fully implem ent TOD developm ent principles, the following general
attributes will guide the city ’s tracki ng of new m ixed-use developm ent –
• Mixed-use developm ent will include m edium to higher density residential developm ent (e.g., 10
or 12 units per acre) and at least one of the following land uses: retail commercial, service
commercial or light industrial. To be counted, r esidential and em ployment uses m ust be within ¼
mile of each other (via a reasonably direct pedestrian route) and within ¼ m ile of a transit stop.
Residential and other land uses m ay be located ver tically in relation to each other. Other land
uses such as parks or plazas, and/or civic, com munity and cultural uses are also appropriate in
mixed use developm ent areas.
• All developm ent within the site is connected by internal sidewalks or other pedestrian pathway s..
• The local street network includes a frequency of str eets and street crossings that m ake it attractive
and convenient to walk within the area and to the surrounding areas. Streetscape elem ents should
include hum an-scaled design features that enc ourage safety and convenience of pedestrians,
bicyclists, and transit users. On-street parking is allowed. Transit stops are incorporated into the
design and function of the area.
• Prim ary building entrances are located on the street and are not separated from the street by off-
street parking or m aneuvering areas.
• Low-intensity , land extensive uses, and autom obile-oriented uses are prohibited from the area.
The following steps are recom mended to the City of Medford for determ ining which mixed use
developm ent to count and how to track that developm ent in a m anner that will show compliance with the
RTP Alternative Measures. This sy stem will need to be m onitored and adjusted, probably on a y early
basis to ensure that it is accurate ly capturing the necessary developm ent.
Step 1. Determine the location of the development being proposed.
1. If developm ent is within the Downtown T OD boundaries and is not an auto-oriented land use
such as a gas station, car wash, storage f acility , or drive-through com mercial business, the
developm ent qualifies go to Step 7, otherwise question #2.
2. If developm ent is within the SE Medford TOD, the West Medford TOD, or the Delta Waters
TOD, go to Step 2, otherwise question #3. In the absence of adopted plans and/or implem enting
ordinances for these TODs, developm ent m eeting the definition of mixed use provided in OAR
660-012-0060 (7) will qualify for tracking.
3. If developm ent is outside of a TOD area, but is adjacent to an existing neighborhood activity
center as identified in Figure 5-1 and is vertically mixed use (a single structure with the above
