Threat Profile vs National Threat Picture • The CAC threat for NY is similar to the national threat picture., NY focused on the production of CSAM, sextortion, online enticement, and travelers. Intel Production for Banded Threats • FBI NY CAC intelligence production is commensurate with a Band II threat when compared to NK and PH. Half of NY's FY23 CAC strategic production focused on online groups extorting minors to harm themselves or others, a cross-programmatic threat that is being led by a NY DT squad. The majority of HT efforts and intelligence production for NY are focused on the sex trafficking sub-threat. Intel Production for Banded Threats • FBI NY HT intelligence production is commensurate with a Band Ill threat when compared to NK and PH. NY focused on diversifying their production and enhancing their intelligence collection capabilities. Level of Engagement with HQ • NY maintains consistent communication with CACHTU, and routinely provides thorough and timely updates regarding significant events within its AOR. Initiatives • NY's Penn Track initiative addresses high levels of sex trafficking and violent crime in a targeted geographical area in Brooklyn. Working closely with NYPD, NY has generated 12 CEHTTF investigations in pursuit of more than one 120 traffickers of minors and adults. Areas of Opportunity/Program Strengths • NY continues to work the highest profile HT cases in the FBI: i.e. Epstein, NXIVM, OneTaste. Program Weaknesses & Recommendations: • CACHTU recommends NY continue to target Tier I and Tier II offenders and increase liaison/tripwire activities significantly. Additional Important Information: • NY's HT program is a model for other field offices and is the only HT program rated "High Performing" in each of the last 6 years.
