To enact market transformation and propel this
system forward, collaborating with regional
governments and key stakeholders is essential.
This involves creating coalitions that promote faster
adoption and integration of these principles in various regions and healthcare systems. By working
together, these coalitions can create a movement
that uses the network economy for health data
to bring diverse data to the forefront and make
significant progress in global healthcare. To realize this vision, several critical enablers must be addressed, as gaps in these areas could impede progress.3.1 Comprehensive health data environment

Standardization and interoperability
Standardizing data and ensuring interoperability
are crucial for high-quality and equitable healthcareData rights and governance
Stakeholders must have ownership of/access to
their health data, empowering them to take control
of their outcomes. Frameworks, policies and
processes that ensure the proper management
and use of health data must be defined
Regulatory guidance
Enforcement of regulatory frameworks is
necessary to implement data sharing and ensure
patient privacy and securityTrust in data, integrity
Transparency, integrity and trust in the underlying
data and analysis are needed for ensuring that the
data-driven approach is accurate
Cultural and mindset change
Cultural change among healthcare practitioners,
patients and in the larger health system is required
if data-driven practices are to be fully embracedValue in data sharing
There is a need to personalize and quantify the
value in sharing health data, aligning interests and
incentives and establishing frameworks that
accelerate data sharing while reducing operational
divisions and fragmentation
Data privacy and security
Ensuring data privacy and security is of paramount
importance for building trust among stakeholders,
including by ensuring their data is not misusedInfrastructure and operating model
There is a need to improve the technical
infrastructure/data architecture to allow improved
access and use of health data, establishing the right
operating model to drive public–private collaboration
