Figure 4 shows OECD data on preventable and treatable mortality, offering additional insight into
where health systems can intervene effectively. Combined avoidable mortality varies 2.6-fold across
the eight countries, from 134 per 100,000 in Japan to 344 in Poland. Poland shows the highest rates
in both dimensions, with preventable mortality (227 per 100,000) and treatable mortality (117) far
exceeding all other countries and OECD38 averages (158 and 79 respectively). France and Spain
achieve among the lowest treatable mortality rates (both 51 per 100,000) while their preventable
mortality remains near the OECD average, suggesting strong healthcare systems but persistent
challenges in primary prevention. All countries show preventable mortality exceeding treatable
mortality, with ratios ranging from 1.65:1 to 2.20:1, indicating greater potential for impact through
primary prevention.
