70 Acting early on NCDs The Partnership for Health System Sustainability and Resilience■ Implement robust monitoring and accountability frameworks for NCDs National strategies require not just targets but clear implementation plans with specific responsibilities, timelines, and consequences for non-delivery. Independent monitoring bodies should assess progress with genuine authority to recommend course corrections, with their findings directly linked to budget cycles and policy decisions. Decision-making bodies must publicly document the evidence base for their choices, with regular audits to ensure funded interventions align with documented needs and proven effectiveness. ■ Institutionalise meaningful stakeholder engagement in NCD policy Moving beyond consultation to genuine co-creation requires fundamental changes in how health systems involve stakeholders. This means creating formal mechanisms for patient and public involvement that provide real influence over policy development, with adequate resources for stakeholder organisations to participate effectively. However, countries must guard against creating additional veto points that could block necessary reforms. Stakeholder involvement should be structured to provide input and accountability without enabling special interests to obstruct evidence-based policies.
