Rather than assuming endless workforce expansion can meet growing NCD demands, countries
must systematically reduce demand through effective prevention and supported self-management.
This means developing evidence-based programmes that genuinely enable patients to manage their
conditions whilst measuring the workforce time saved to justify continued investment. Group
consultations, peer support, and validated digital tools can support patient self-management, but
require careful implementation to avoid simply shifting burden to patients and digital exclusion,
particularly those already facing disadvantage.
