Risk assessments must account for the diverse demographics that may be affected, including both users and non-users. This follows the Global Coalition’s guidance that digital safety includes preventing harm to non-users: “Online platforms can also be evaluated based on their processes, tools and rules designed to promote the ‘safe use’ of their services in a manner that mitigates harm to vulnerable non-user groups.”1 As organizations develop and implement these assessments, it is crucial to ensure they are integrated across the entire organizational footprint.
