Schmelzer’s Place and Camus Court, originally called Dardon Court, will add 32 new single-family homes and duplexes about 2.5 acres off of the 500 block of Talent Avenue. The two projects will also include three small open spaces for community gardens and play areas, as well as dedicating the right-of-way for a future street to the city. “I really like a lot of things about this project,” commissioner Joi Riley told Eric Johnson, the agent for the Camus Court development. Prior to Thursday night, both projects had run into snags that were largely based on access to the homes. Camus Court had planned to add an alley and a turnaround area to the south side of the development to ensure emergency vehicles had ample space to navigate. Schmelzer’s Place, a flag-shaped lot that could only be accessed from Highway 99, was going to require a driveway onto the busy thoroughfare. However, the two developers found ways to help each other and created a loop through both projects that voids the need of an alley, a turnaround or a driveway to Highway 99. The maintenance of open spaces in Schmelzer’s Place as the only other concern brought forward by the commission. Commissioner William Cecil did not want the 2,334-square-foot community garden, the planting rows between sidewalks and streets, and the area reserved for a future street to be neglected and asked the developers establish a homeowners association that would be charged with the care of the areas. Although developers Mark Knox and Mark DiRienzo of Urban Development Services, LLC, initially argued that residents would feel compelled to maintain their neighborhood — especially because the areas in question are not very big — Knox eventually agreed establishing a homeowners association wouldn’t be a problem. “We will do a homeowners association,” Knox said. “It’s not a big deal.” The street right-of-way will be paved over and deeded to Talent, meaning the city will be responsible for future maintenance. In other business, the commission: • OK’d changes to how the density of some residential developments will be calculated; • Forwarded the applications of three people vying for the two vacant commission positions to the Talent City Council. Former Talent mayor and a long-time resident Frank Fasarella, Karen Campbell, who works in the medical records field, and Charles Cherry, a retired software developer, will all be considered by the council.
