Thomas Jefferson agonized on the question of purchasing Louisiana. The constitution did not authorize it, but did not prohibit it. His decision to make the Louisiana Purchase in 1803 established a precedent. Other presidents purchased Alaska in 1867, American Samoa in 1900, and the Virgin Islands in 1916. The primary role of colleges and universities, we are told by boards of regents, blue ribbon committees and state legislators, is to serve as research centers and incubators for commerce, while the educations they dispense are understood to be fuel for the country's economic engine. I have never before agreed with a measure brought to the Oregon voters by Don MacIntire, but this petition deserves our signature and the initiative our vote.
