bombings couid easiiy lead to further rioting, bloodshed, loss
of life, materially affecting the security of the United States,
The Birmingham Office has assured that the tesur can
be installed with full security.
There are 57 investigative-type tesurs in operation
at the present time and three are awaiting installation, The
limit i8 75.
RECOMMENDATION:
It is recommended that the attached memorandum
be sent to the Attorney General requesting authority to install
this tesur,

It is believed that a tesur on the telephone ofFinlay well bring to light the efforts of such persons

The Atlanta Office has assured that the tesurl can be installed with full security.
There are 57 investigative-type tesurs in operation
at the present time and tour are awaiting installation. The
limit is 75.

Blanton, Sr. for a consent search and it is planned that such a search will
be made of the premises. " i - .»
SAC Moore also advised that they have authority from the United
States Attorney USA! to file against Blanton, Jr. for an attempted assault
upon an Agent. When the office decides to do this, SAC Moore will communicate
with me and advise me of the language of the complaint.
SAC Moore was also authorized to have a survey made of the
residence of Thomas Blanton, Sr. for the purpose of utilizing a tesur. SAC
Moore will also furnish appropriate information concerning the location and
other necessary data for the installation if it is installed and an appropriate
memorandum Will be prepared to the Attorney General requesting authority
to install such.

organization.AQEQ;. Several members of the NSRP, are
presently under indictment in the U. S. strict o , Birmingham,
for their activities in connection with the desegregation of the
Birmingham schools in September, 1963,
The leader of this organization is Dr. Edward R. Fields
and the attorney forthe organization is Jesse B. Stoner of Atlanta,
Georgia. Information has been received in the past indicating that
these men condone and at times incite violence.
It is hoped that through such a technical surveillance ;
information will be developed leading to the identification of the,f

This memorandum recommends that the Attorney General'siauthority be l a technical surviiiiince on
a suspect in the instant bombing and is

This is the case involving the bombing of the church
in which four small Negro children were killed. It is hoped
that through such a technical surveillance information will
be developed leading to the identification of the perpetrators.T
In view of the tense racial situation in Birmingham ,
aggravated by the recent bombings, it is believed that furthen/1!
activity on tmapart of those responsible for the bombings / _{could easily lead to further rioting, bloodshed, loss of life}*i']materially affecting the security of the United States. i

surveillance can be installed with full security.
