Source stated that in addition to selling drugs, both
black gangs are involved in other crimes such as retail theft
and fencing of stolen property. Source also suspects that a

On 6/l4/85, AUSA FRANCES C. HULIN, CDI, Danville,
Illinois expressed an interest in pursuingjnvestigation at Federal
level under task force concept with objective of prosecution under
Title 21, USC, Section 801. - V

were apprised of this matter an expresse an interest in pursuing
investigation as joint investigation. DCI had developed similar
information from sources indicating the above information was correct.
At the request of DCI on 7/26/85, FBI Springfield
assisted DCI and other local authorities in the searching of seven[::::::::]residences using local search warrants. 5.
The searches resulted in the following local arrests by

Seized pursuant to search warrants were approximately V
five ounces of cocaine, one ounce of heroin, small amounts of cannabis,
three handguns and $1,050 U. S. Currency. L -
These searches were handled as a local matter to
afford security to the anticipated TF effort in anticipation
of developing cooperative subjects. It is pointed out that periodic
raids have been conducted in past resuting in the reestablishment
of drug operations from different locations with nominal effect.
Thus, instant searches not anticipated to unduly alert subjects
according to participating law enforcement officials.
On 7/15/as SA DEA, Chicago, Illinois .
advised their files contain no current information re suspects in
this investigation. [::::::]advised that due to current manpower
restrictions DEA would be unable to assist in the investigation
at the present time. » _ _

During the next 90 days, it is anticipated the following~ I
investigation will be conducted: ~ .
l. Continue investigation with DCI to fully identify
subjects and suspects through development of informants and/or ~
cooperative witnesses regarding EL RUKN operation. -I
- I 2. .Obtain toll call records from subjects telephone
records and analyze same re EL RUKN affiliation in Chicago and elsewhere. I
3. Will consider use of consensual monitoring, pen
registers and physical surveiances to identify extent of drug
operation. _ _

On 7/8/86, AUSA KARMGARD advised that no other subjects
or suspects in this matter are being considered for federal pro-
secution.
In view of AUSA's opinion and in view of instructions in
FBI NATIONAL DRUG STRATEGY, dated 5/7/86, this case is being closed
by FBI, Springfield Division.
Chicago Division is being provided telephone toll records
obtained in this case for review and comparison to those developed
in Chicago case 45Bl47! for any possible lead value of investi-
gative interest re the EL RUKN STREET GANG.
