On or about 1/29/94, WILLIAM SAFIRE, a syndicated

postcard that "killing peo le with a gun is very easy, and ifyou want me to stop doin that, you . . . have to write me a
long letter telling me verything you know about me as a
person. Do not laugh his offi". It then lists the return
address information.

For the information of New York, investigation in
Cincinnati has determined that an unknown subject is mailing
threatening letters, postmarked in Cincinnati, to various
persons who write syndicated newspaper columns or letters to
the editor of THE CINCINNATI ENQUIRER. The Cincinnati case,

It appears that this UNSUB reads the editorial page
and then writes letters to persons who are identified there.
The UNSUB signs the letters using the names of real persons
that he also obtains from the editorial page. He obtains the
addresses of these persons from the te ephone directory. The

UNSUB has been writing numerous letters over a period of
almost two years. This division is aware of at least 20 of
these letters all mailed in Cincinnati! and it is believed
that there have been many more. Most of these letters have
been sent to persons residing in the Cincinnati area. The
letters are typed on what appears to be the same typewriter.
The signatures are signed in a handwriting that is unique
enough in nature that it can be attributed to the same person.
Additionally, many of the same words and phrases are used in
different letters. Although the FBI has only recently learned
of this matter, postal inspectors and local law enforcement
authorities have been aware of it but are not conducting any
active investigation. There is no indication that the UNSUB
has ever carried out any of his threats.

weekly column that is published each Sunday on the editorialpage of THE ENQUIRER. On 3/9/94, c0nfirmed that he
had not written the letter to WILLIAM SAFIRE. |:| is very
familiar with the UNSUB and his modus operandi. He has also
received mail from him.
Cincinnati's above mentioned case, which
originated in WMFO, columnist received a letter
which stated, "Within the next month I will be in Washington,
D.C., and I will personally blow your fucking head off." In
the Philadelphia Division, a professor at Geor e MasonUniversity who is also a syndicated columnist,
|:| received a letter which stated, "Don' ever come
back to Cincinnati,|:|, or I'll blow your fucking head
off." All threats are very similar in nature.III
The facts concerning this matter have been
presented to the U.S. Attorney in Cincinnati. This division
is awaiting an opinion as to whether or not the U.S.
Attorney's office would pursue prosecution of the UNSUB if he
is identified. Should Cincinnati decide to continue with a
full investigation of this matter, subsequent leads to New
York may follow under the Cincinnati title. In view of the
fact that Cincinnati's leads in the captioned matter are
complete, this case is considered RUC.

Agent and the purpose of the interview. He provided the
following information.
|:| spoke with WILLIAM SAFIRE, a syndicated columnist
for NYT, who advised him that he received at his office, on or
about 1/30/94, via the United States Postal Service, a
threatenin letter from an individual who signed the letter as | Cincinnati, Ohio. SAFIRE does not know anyone by
that name and does not know why he would receive such a letter.
He has not received any similar such letters in the past.

The questioned typewriting appearing on specimen Q1 most
closely corresponds to Laboratory standards for a Prestige
Elite style of type. This style of type is designed for a
horizontal spacing of twelve characters to the inch; however,
the Q1 document is spaced 10 characters to the inch, indicating
a typewriter with two or more horizontal spacings was used to
prepare this document or the document was prepared on a
typewriter equipped with pica horizontal spacing.
The submitted specimens will be returned upon completion
of the latent fingerprint examination. Photographs have beenr
retained.
