John D. Rockefeller 3d, who has
made field trips of inspection to
penltentiaries and other centers dur-
ing the last seven years as a mem-
ber of the committee on juvenile de-
linquency of the Bureau for Men
and Boys. has been appointed chair-
the study of the prevention of
crimes by youth, it was announced
yesterday.
The new group. known as the
Committee on Youth and Justice,
has been formed by merging the
juvenile delinquency committee of
the Bureau tor Men and Boys and
the similar committee of the Charity
Organization Society. The group ai-
ready is functioning with offices at
105 East Twenty-second Street. The
olfices were opened on June 1, itwas said. &#39; 1
The committee will have as its
objective to add to existing knowi-
edge in the field" of juvenile de-
linquency, and to "help with the
promotion of new ideas and methods
oi treatment." it was announced by
Community Service Society or New
York, whose board of trustees set
up the committee. This society was
formed last month by the merger of
the Charity Organization Society
and the New York Association for
Improving the Condition of the
Poor.
I&#39;he_other members of the corri-
mittee are Edward L. Richards and
Danforth Geer jr.. who were asso-
ciated with Mr. Rockefeller on the
Bureau for Men and Boys commi&#39;;-
tee. and Andre Maximov.
The committee&#39;s executive staff
includes Leonard V. Harrison, former
direct/or of the Bureau of Social
ll-lygiene, who has made extensive
researches on delinquency and other
:social problems; George M. Hall-
wachs, directoriof the Bureau for
Men and Boys, and Jack I-I. Stipe.
who was in charge of the Charity
Organization Society&#39;s delinquency
work.J As chairman of the juvenile delin-
quency committee ol the Bureau mr
Men and Boys, Mr. Rockefeller. since
932, has made eld trips of inspec-
tion to Sing Sing, the Tombs, the
old penitentiary on Welfare Island

Although one does not desire to become an alarmist, it in
believed that consideration should be given the proper action to be
taken in the went I kidnaping or an attempted kidmping should occur.
Past experience has proved that oftentimes a kidnaping
investigation and the safe return or the victim in materially hampered
by permitting too may persons to learn of the kidraping imediately
following its oeourrenee. A safe return of the victim oftentimes
depends upon  assurance to the kidnapers that law enforcement agencies
have not been advised. It is readily understood that new of a. kidnaping
travels rapidly and in e short period of time finds its way into the
newspapers unless all intonation pertaining to the crime is oloaely
guarded. It is therefore amggested that the servants be inatruoted that
in the event such an emergency should arise, only the immediate family
is to be notified. It ia Jhzrther suggested that if such an emergenofy
ahould occur when you are not available that yom&#39; family oomunioate
with llr. Kenneth Charley "Inc, I believe, ia thoroughly capable of repre-
aenting the family until such time as you may return. A telephone call
shoold be made immediately to the Federal Bureau of Investigation in
Wgahington, D. 8., or our Haw York City Office, advising of the knaln

new servants about whom little is icnowm.
