The FBI Laboratory is requested to examine the
contents and the reddish colored stain, which are contained
in containers marked, number one and number three to
determine if these stains are blood. If blood, further
determine if they are human blood, If human blood is detected
will conduct the same investigation as requested in referenced
airtel.
The Laboratory in further requested to use the
shaving and scraping samples contained in containers number
two and number four for test purposes.

For the intornation or the FBI Laboratory, over
the past 16 months, 15 black children in the Atlanta area
ranging in ages from 7 to l5, have been abducted and/or
murdered. Eleven of these children have been located murdered
and tour are still missing. Two of the 15 children are
females and 13 are males.
The enclosed pill box, containing abovedescribed
scrapings, and the heating vent being submitted under separate
cover, were obtained from Apartment #9, B90 West End Avenue,
Atlanta. This was the residence of Anthony Bernard Carter,
black; male; dob B/31/70; reported missing 7/6/80; found
murdered on 7/7/B0; cause of death determined to be multiple
stab wounds of the back and chest¢

regarding Anthony Carter, reveals two test tubes containing .
blood which was submitted by investigating officer for examie
nation with the request of BA blood alcohol. Results were
positive for ethyl alcohol, 0.15 grams. Results were noted
as unreliable, due to putreaction.

were received, samples were in extreme state of putretaction
and therefore, could not type. She also advised that no

For information of the Audio Analysis Section,
the three Ampex cassettes contain voice exemplars recorded
directly via portable recorder.
The Scotch Magnetic tape contains voice exemplars
recorded over police communication telephone recorders.
Voice exemplars are recorded on track # 6 and were recorded
by a Magnasync Moviola recorder, manufactured by Magnasonic
Corporation, North Hollywood, California.
For information, thé known voice exemplars were
obtained for comparison with anonymous telephone calls made
to Atlanta Police Department reporting location of the body
of deceased Clifford Jones.
The Atlatna Division is currently working a special
investigation regarding the disappearance of 15 black youths,
ll of whom have been found dead.

Major Case #30, by Atlanta Division and all results are
requested to be handled on an expeditious basis.

Result of examination:
The cut ends of the Q5 cord bear some limited microscopic
marks of value for comparison purposes. However, these out ends are
not sufficiently characteristic to determine the type of too1 s!
utilized. Further, nothing was found to associate Q5 with either
or the Li or L2 piiere,
The manufacturer of the Q5 and Q6 cords cannot be determined
However, due to a difference in the extrusion marks on Q5 and Q6,
it was determined that these two cords were not made on the sane
machine.
The age of the Q5 and Q6 cords cannot be determined.
The submitted items are being returned to your office
under separate cover by registered mail.

Forwarded to the FBI Laboratory under separate
cover are two lengths of brown electrical cord and two
needlenose pliers.
For the information of the QBI Laboratory and
Identification Division, on 3/4/80, Angela Lanier was
last observed at school and on 3/10/B0, the body of Angela
Lanier was found in a wooded area less than one mile fro
her residence. when the body was found, the hands were
bound with the brown cord, labeled #1. Ehe medical examiner
stated that Lanier was alive for several days after her
disappearance and that she was bound with the brown cord
prior to her murder. The cord was cut in one location,
by the medical examiner, to remove it from the body.
It is also noted that the medical examiner: office and
the Atlanta Police Department APO! id not preserve the
cord for latent fingerprint examinations. .

Attorney General's Memorandum of September 22, 1980, to the
Heads of Executive Departments and Agencies entitled,
"Monitoring Drivatc Conversation: with the Consent of a
Party," emergency monitoring was instituted under the
authorization of an appropriate official of the FBI.
Monitoring of this conversation was authorized
in the best interest of law enforcement in that it was
expected to provide corroborative evidence and to protect
the individual utilizing the equipment.
Further monitoring is expected in this matter
and it is

The November 5th telegram to President Carter
from Atlanta Mayor Maynard Jackson regarding the incidents
involving 15 black children in Atlanta which you referred
to the Department of Justice, ID 080388, was forwarded to
FBI Headquarters.
On November 6th the Attorney General inetructe
the FBI to initiate a preliminary investigation to deter in
whether tour black children missing in Atlanta are being
held in violation of the Federal Kidnaping Statute. This
investigation was launched at the request of Atlanta Mayor
Jackson and Public Safety Commissioner Lee Brown. It is
believed, therefore, that it would be more appropriate for
Mayor Jackson to receive a response from the white House.
