PURPOSE: To set forth information concerning recent involvement of
the FBI Laboratory in the ATKID investigation.
SYNOPSIS; SA Scientific Analysis Sect'on FBI l 1
Laboratory, has recently spent approximately five weeks at the
Georgia State Crime Laboratory, Atlanta, Georgia, examining fibrous
evidence recovered during the ATKID series of killings and from the
subject, WILLIAMS. Results of these examinations and other
information concerning the upcoming trial of WILLIAMS are discussed.

murders of Nathaniel Cater and Jimmy Payne, and is scheduled

Previous Laboratory results obtained by the Georgia
State Crime Laboratory have shown that WILLIAMS is linked to
many of the task force victims in that fibers like those in a
bedspread and carpet from WILLIAMS room and dog hairs like
those from WILLIAMS dog were recovered from many of the victims.
On July 24, 1981, _microanalyst,
Georgia Crime Laboratory, telephonically requested the assistance
of the FBI Laboratory in the analysis and comparison of fibrous
materials in this case. The District Attorney's Office of
Fulton County, Georgia, h equested the assistance of theFBI Laboratory to advise f additional tests to more
fully characterize and associa e he various fibers in this case.
Laboratory has also been requested to explore the possibility of
determining probabilities in order to emphasize the significance
of the fiber associations in this case.The

SA#arrived in Atlanta on August 10, 1981,
and has spent muc of his time since then conducting
examinations of fibrous materials in this case at the Georgia State
Crime Laboratory in Atlanta. One physical science technician from the
MAU has also spent two weeks at the Georgia Crime Laboratory
assisting SA _
SA has been given complete access to all items
of evidence an i rous materials recovered from the ATKID victims
as well as fibrous materials and samples originating from the
subject. Fibrous materials from the subject include fiber
samples from many items of his clothing, fiber samples from objects

both inside and around WILLIAMS home, and fiber samples from
four automobiles that WILLIAMS had access to during the ahnost
two year period in which the killings were being
ccmmitted. Vacuum sweepings from WILLIAMS hoe, clothing
and automobiles have also been obtained and examined.
Upon arriving in Atlanta, SA - determined that
very little new information or additional associations between
WILLIAMS and the victims had been found other than the preliminary
findings previously mentioned.

selected a number of the other cases to examine completely an
attempt to find as many associations between WILLI'"_ ' theATKID victims as possible. The cases examined by included
evidence from the victims William Barrett, Patrick a tazar and
Larry Ro ers. Assistant District Attorney Gordon Miller hasadvisedvthat the District Attorney's Office will attempt
to intro uce e fibrous evidence in these three cases that link
these victims to the subject at the Cater-Payne trial. Evidence
from the victims Alfred Evans, Yusef Bell, Eric Middlebrook,
Clifford Jones and Charles Stephens has also been examined by

SA q has essentially finished the microscopical
examinations of t e textile fiber evidence from the ten cases he
selected to examine and is presently preparing Laboratory reports
the results. After these reports on the microscopical
associations have been completed, additional Laboratory work
will be necessary to fully characterize many of the important

on the actual Laboratory examinations. After the Laboratorexaminations have been completed and results reported, SA twill
become involved in preparations for the trial. Recently, the
trial date was indefinitely postponed; however, the District
Attorney's Office anticipates a new trial dated in early November.
SA F is also working with representatives from
the West Poin epperell Company, General Motors Corporation
and Ford Motor Company concerning carpet from WILLIAMS bedroom
and two automobiles that WILLIAMS had access to. It appears
that the green carpet present throughout WILLIAMS home was
manufactured by the West Point Pepperell Company and the Laboratory
is attempting to determine the amount of similar carpet that
was manufactured and sold in the Atlanta area. The Laboratory is
also attempting to determine the approximate number of cars in
the Atlanta area that contain carpet like that in two of WILLIAMS
automobiles. In addition to fibers like those in WILLIAMS bedroom
carpet, carpet fibers like those in the composition of
the interior carpet and/or the trunk carpet from two of WILLIAMS
automobiles have also been recovered from a number of victims.
A preliminary Laboratory report dealing with SA _
findings thus far in the Payne and Cater cases has been furnished
to the District Attorney's Office and subsequently to WILLIAMS
attorneys. A copy of this report is attached. It is pointed
out that the fibrous evidence associating WILLIAMS and the two
victims and associating the victims with each other! is significant,
considering that Payne was wearing only a pair of shorts and Cater
was naked when both bodies were recovered
of the Chattahoocee River.
Some color differences were noted between nylon and acetate
fibers removed from Cater and Payne and similar fibers from WILLIAMS
bedspread and carpet. These color differences have not been seen in

similar fibers recovered from other victims whose bodies were not
placed in the Chattahoocee River. It appears that immersion in
the Chattahoocee River was the cause of this bleaching. This
bleaching of the fibers has been demonstrated in some preliminary
testing where fibers from WILLIAMS carpet and bedspread have been
placed in water recovered from the part of the river where the
bodies were found. Although it may be difficult to duplicate
the conditions of the river temperature and chemical content! at
the time when the bodies were recovered, additional testing is
continuing and information about the effluent of the industrial
plants in that vicinity is currently being obtained.
On October 2, 1981, of the Georgia
Crime Laboratory advised that a new trial date had not been set.
He further advised that the District Attorney's Office apparently
that it was not to its advantage to have a lengthy delay.
Accordingly, the District Attorney's Office has filed motions

required to conduct the necessary hair and fiber examinations.
F also advised that to his knowledge an expert
on hair an fiber analysis has not as yet been retained by the
defense. Judge Clarence Cooper ordered the defense to provide
the court with the name of such an expert by September 21,
has recently rescinded that order. Dr. Randall,Bresee has
mentioned by newspaper sources as someone being considered by the
defense. Dr. Bresee is an assistant professor in the Interior
Design Department at Kansas State University, Manhattan, Kansas,
and has recently published a number of articles in forensic scienc
journals concerning textile fiber analysis. He has also been
scmewhat critical concerning methods of analysis currently in use
at most forensic laboratories.been

FBI Laboratory, as a part of the Jinmy Payne an a an e
Cater homicide investigations.
The following report deals with the preliminary
examination of fibrous materials recovered from the body and
clothing of homicide victim, Jimmy Payne, Georgia Crime Laboratory
case 81-11621, and the comparison of these fibrous materials
with items obtained from the home, automobile and person of
Wayne B. Williams, Georgia Crime Laboratory case 81-14982.
A listing of the items discussed in this report can
be found in Laboratory reports of the Georgia Crime Laboratory
under the case numbers given above.

Three yellowish green nylon fibers were removed
from shorts taken from Payne, item number 2. One of these nylon
fibers exhibits the same microscopic characteristics and the
same optical properties as nylon fibers presentin the composition
of the carpet removed from Williams bedroom, item number 196.
Two of these nylon fibers from Payne's shorts have a
"bleached out" appearance but are generally like the nylon
fibers present in the Williams bedroom carpet in microscopic
appearance and optical properties.

It is felt that the three yellowish."reen nylon fibersremoved from Pay: shorts could have origin ed from the carpet
in Williams bedroom."1
Numerous light violet acetate fibers were recovered
from Payne's shorts. These acetate fibers, although somewhat lighter
in shade, are similar to violet acetate fibers present in the
composition of a bedspread removed from Williams bedroom, item
189, in microscopic characteristics and optical properties. These
light violet acetate fibers from Payne's shorts exhibit the same
microscopic characteristics and same optical properties as light
violet acetate fibers recovered_from vacuum sweepings from the 1970
Chevrolet station wagon driven bv Williams, lt is felt that these
light violet acetate fibers fromAPayne's shorts could have originated
from Williams bedspread.
Additional examinations are presently being conducted
in an attempt to explain the apparent "bleaching" of the yellowish
green nylon fibers and the light violet acetate fibers removed
from Payne's shorts.
Numerous yellow rayon fibers were also removed from Payne's
shorts. These rayon fibers exhibit the same microscopic characterist
and same optical properties as present in the composition of a fabric
sample taken from a yellow blanket located under the bed in Williams
bedroom, item 94. Accordingly, these rayon fibers from Payne's
shorts could have originated from the blanket from which item 94
was obtained.
One blue acrylic fiber was removed from Payne's shorts
This acrylic fiber exhibits the same microscopic characteristics
and same optical properties as fibers present in the composition
of a fabric sample that was taken from a blue rug located in the
back porch area of Williams home, item 73. This blue acrylic
fiber could have originated from the same source as item 73.
Several fine white to light brown animal hairs were
removed from Payne's shorts. One fine white to light brown animal
hair was also present in debris recovered from the victim at the
Medical Examiner's Office, item 4C. These animal hairs exhibit
the same microscopic characteristics as present in hairs taken
from the dog located at Williams home, item 97 and item 154.
Accordingly, these hairs from Payne's shorts and in item 4C could
have originated from the same source as item 97 and item 154.
It is pointed out that animal hairs do not possess
sufficient unique microscopic characteristics to positively associate
an animal hair with a particular animal.
No hairs like those in the head and pubic hair samples 7
from williams, items 97 through 103, were recovered from the
victim's shorts or his body.
Additional Laboratory examinations are still in progress

The following report deals with the preliminary

One light yellowish green nylon fiber was recovered from
the head hair of the victim, item 4C. This fiber, although somewhat
lighter in color, exhibits the same microscopic characteristics, and
same optical properties as fibers present in the carpet removed
from Williams bedroom, item 196.
Two light violet acetate fibers were recovered from the

lighter in color, exhibit the same microscopic characteristics and
same optical properties as acetate fibers present in the composition
of a bedspread, item 189, taken from Williams bedroom.
Even though the nylon and acetate fibers discussed above
show slight color differences with fibers in Williams bedroom
carpet and Williams bedspread, it is felt that the above fibers
from the victim's hair could have originated from the carpet
and the bedspread taken from Williams room.
Additional examinations are presently being conducted in
an attempt to explain the apparent bleaching of the yellowish
green nylon fiber and light violet acetate fibers recovered from
the victim's hair.
A few yellow rayon fibers removed from-the victim's
head hair exhibit the same microscopic characteristics and the same
optical properties as present in the composition of a fabric sample
taken from a blanket located under the bed in Williams bedroom,
item 94. Accordingly, these rayon fibers from the victim's head
hair could have originated from the blanket from which item 94 was
obtained.
One yellow synthetic fiber, which has been partially
melted, was removed from the victim at the Medical Examiner's Office,
item 4. Portions of this fiber exhibit the same microscopic
characteristics and the same optical properties as present in
portions of a partially melted yellow nylon fiber removed from the
vacuum sweepings obtained from the automobile driven by Williams,
item 16. These fibers could have originated from the same source.
Several fine white to light brown animal hairs were also
removed from the victim at the Medical Examiner's Office, item 4.
These hairs exhibit the same microscopic characteristics as present

On 6/21/Bl, Wayne Bertram Williams was arrested
by investigators from the Fulton County District Attorney's
Office and charged with the murder of Nathaniel Cater.
On 7/17/Bl, the Fulton County Grand Jury indicted
Wayne Bertram Williams on two charges of murder, that of
Nathaniel Cater and that of Jimmy Ray Payne.
Investigation subsequent to Williams arrest and
indictment has located individuals who saw Williams in the
company of several victims in this case. Investigation
has also determined source of rug fibers found on victims
and in Williams house.

1. On 6/21/81, Wayne Bertram Williams was arrested
by investigators of the Fulton County District
Attorney's Office and charged with the murder
of Nathaniel Cater.
2. On 7/17/Bl, Fulton County Grand Jury indicted
Wayne Bertram Williams on two counts of murder
in the slayings of Jimmy Ray Payne and Nathaniel
Cater.
3. Trial in this matter had been originally scheduled
for 10/5/Bl in Fulton County Superior Court.
However, due to numerous defense motions, Judge
Clarence Cooper rescheduled trial date for 12/28/B1

The Q96 through Q101 photographs were examined in an
efort to locate and identify any specific narkings or other
characteristics on those items which would indicate whether
or not they were produced with the sane camera and/or enlarging
equipment as the previously submitted photographs designated
Q102 through Q114.
- Q96 through Q101 do exhibit characteristics iniicetivc
of less than professional quality or custom printing. they
exhibit chemical stains and other traits which indicate that
they may have been printed by hand as oppose} to professional
automated machinery.
Q96 through C100 do have some ninute'e1ge marking
imperfections which are not consistent with each other. The
Q96 through Q101 photographs were taken against a very light
wall or light colored paper background utilizing at least
2 sources of light.
Tho Q10! through Q11! photographs were also examined
individually in an effort to determine a common source.
Q102, 0103, 0105, 0106 and 0108 all exhibit an edge mark which
is consistent among those specimens.

markings upon their surface which were placed there during the
finishing or lryin] process. Thane markings lo not appear
on any of the other photographs examined in this matter.
Q10? was not associated with these other photographs
inasmuch it is a very old print. Both C110 uni D111 are color
photograyhs which were prints! by the tastman Kodak Coupany.
As a result of the indiviiuel examinations an the
interconparisons it cannot be determine! whether Q96 through 0101
are or are not from the name source as QIHZ through 0114.
Q96 through 0101 will be returned with the results of
the latent finjerprint examination. C102 through 0114 are
returned herewith. You have previously been furnished the

The latent fingerprints are not fingerprints of
Wayne Bertras Williams, FBI l847900P9. Eleven of these latent
fingerprints are not fingerprints of victim Michael Cameron
McIntosh, FBI !843967Pl0. The six remaining latent fingerprints,
which are from the extreme side, tip and lower joint areas of
fingers, were compared, insofar as possible, with the available
fingerprints of Mclntosh, but no identification was effected.
These latent fingerprints were compared with the
unidentified latent fingerprints, which were obtained from the
residence and car of Wayne Bertram Williams, but no identifica-
tion was effected.
The disposition of the photographs will be furnished
i1 a serarate Laboratory report. The copies of finger and palm
prints are being retained. The remaining specimens are enclosed.
The latent prints obtained from the residence are
presently being compared with the available finger and palm prints
of victims in this case and the result will be furnished separately
This report supplements our LFPS report dated 6/9/B1.

Thirtysix latent fingerprints, two latent impressions,
which are either finger or palm prints, and twenty-seven latent palm
prints of value are present on forty-eight of the lifts. No latent
prints of value are present in the film or on the remaining lifts.
Eighteen of the latent prints have been identified as
finger and palm prints of Wayne Bertram Williams, FBI lB47900P9.
' The remaining latent prints are not finger or palm prints of
Hilliams, Iheee latent prints were compared with the available _
finger and palm prints of the victims in this cane, but no identifi-
cation was effected.

color, design, construction and composition of componentparte, e digierencee were tound in an examination or the
dye composition of the pile tibere present in K93 and K94.
Accordingly, the K93 and K94 piecee ct carpet could bave_been manufactured bi the same company. Because of the .large number of var ables that are present when e carpet é

Tho X93 and I91 pieoee oi carpet were aleo compared
with tho K95 and I96 pieces of carpet as well an three samples
of carpet obtained from the Hellman Corporation. The -
Kohasco Corporation was identiiied ae having manufactured
one of these lampleo provided by tho Hellman Corporation,
while the manufacturero of the other two samples were not
identified. One carpet eample identified an having been
removed from 100 Glen Acres Circle, Decatur, Georgia, was
also compared to the K93 and K94 eamploe.
Differences were found between the construction
or the K93 and K94 piece: of carpet and tho other eix sample:
or carpet mentioned above. Accordingly, thoeo eix eamplos '
could not be aesooiated with the manutacturer or the K93
and K94 eamplel. Diiterencea were found in the dye copoeition
ot tour of the above-mentioned six eamplee, which were '
yellowish green in color, and tho K93 and K94 lamplol.
Accordingly. these four yellovieh green eamplee were dyed
with a different dye formulation than the K93 and iii samples.
The K93 through R96 eamplee are being temporarily
retained in the Laboratory in the event additional examinationa
are required.

residence by HOMER WILLIAMS, who resides at this address
along with his wife, FAYE WILLIAHS, and their son, WAYNE
BERTRAH WILLIAMS. Prior to entering the above residence,Detective Fadvised mourn WILLIAMS that a search
warrant ha een issued for the premises at this address,and Detective provided Mr. WILLIAIIS a copy of this

A preliminary survey of the residence located at
1817 Penelope Road, H. W., Atlanta, Georgia, determined
that the residence at this residence was a redbrick, one-
story, sing1efamily dwelling, with white trim and an
aluminum screen door on the front door which had the letter
"N" on the screen door. It was further noted that the house
at this address faced south on Penelope Road and that the
house would be on the north side of Penelope Road. A
driveway was noted to run along the east side of the house.
A survey of the interior of the house determined that the
front door led into the living room which would be on the
.. east side of the house, and at the far east end of the living
room was a dining area. Behind the dining area was the
kitchen and behind the living room was a den. On the front
of the house on the west side was a bed room which Hr. WILLIAHS

The above residence including the attic and the
crawl space under the house, as well as the outside area
and the back yard were compleuy'searched with numerous
items being located and seized.
' On the green carpet on the southwest corner of
the bedroom of WAYNE BERTRAH WILLIAMS, which is designated
Room "D" on abovementioned sketch, was a stain which appeared
to be blood. This stain went through the carpet and also
was on the padding under the carpet. The entire carpet
from this room was removed by the search team, as well as
the section of the padding which contained the above stain.
The entire interior of the above residence,
including the areas from where the items were located and
seized, as well as the outside area, were photographed by
Officer of the Fulton County, Georgian PoliceDepartme!!. '
In a<1d192~_1<»==.§a=~dhof the GBI processed the a ve res dence, w ch resulte
in the obtaining of approximately 40 to 50 latent finger-
prints of unknown value.

Affidavit and oral testimony having been given before
me by Deputy Chief of Police Morris G. Bedding, Atlanta
Police Department, State of Georgia, acting in his
capacity as an enforcement officer of the criminal
that he has reason to believe that on the premisesofficial

known as
1817 Penelope Road, Northwest, Atlanta, Fulton County, Georgia,
being more particularly described as: e red brick one-story
single family dwelling with white trim with an aluminum
screen door on the front and the letter 'W on said screen
door: this structure has a driveway on the East side of the
house; Penelope Road, n.w. runs in an EastWest direction,
the house is on the North side of said road being between .
Anderson Avenue on the East and Aaron Street on the west:
the residence is the third rd! house from the Northeast
corner located in Fulton County, Georgia, there is now being
concealed certain property, to wit: latent fingerprints;
fibers; animal and human hair; clothing; stains and residue
of blood; feces; urine; semen: mucous;'objects upon which there
are latent fingerprints; a violet bedspread; portions of carpet
and books on the subject of fingerprinting, forensic and
scientific_investigation, which property is subject to search
and seizure as tangible evidence of the crimes of Hurder,
in violation of the Criminal Code of Georgia Section 26-lll;
and es I am satisfied that there is probable cause to believe
that the property so described is presently being concealed
on the premises abovedescribed, and that the grounds for

Result of examination:
The Q30 and Q31 fibers discussr in this report were
originally listed in the FBI Laboratory report in this case
dated April l7, 1981.
The Q30 iiber exhibits the same microscopic
characteristics end same optical properties as present in
the violet acetate fibers in the K91 sample and, accordingly,
could have originated from the same source as R91.
The Q31 fiber exhibits the same ricroscopic
characteristics and sane optical properties as present in the
greenish yellow nylon fibers in the K92 sample and, accordingly,
