Attached Atlanta teletype advises that th
surveillance of suspect, Wayne Bertram William
was instituted at 6:00 p.m., 5/29/8l,on a 24-
utilizing ground units and aircraft
1 support. The tracking device was installed in
the vehicle used by the suspect on 5/30/81, an
is functioning effectively.
Williams has been observed in the car be-
hours of 5:00 p.m. and 3:00 a.m. and
has made numerous stops at various bars throug
out the City of Atlanta, Georgia; however, the
duration of his contacts is usually less than
twenty minutes. Suspect is extremely "tail
and appears to make maneuvers to
"dry clean" any type of surveillance. The sur-
team opines that Williams is unaware

The Q96 through G101 photographs were exnoineo in an
effort to locate an iiontify any specific markings or other
chorectoristics on those items which would inlicate whether
or not they were proucel with the same oaeora and/or enlarging
éjuipmnt as the previously submitted photographs designated-
QIGZ through @114. "
Q96 through G101 50 exhibit characteristics iniicative
of less than professional quality or custom printing. They "
erhibit chenical stains and other traits which inicate that
they may have been orinted by hand as opposed to professional.

imperfections which are not consistent with each other. The "."

wall or light colored paper background utilizing at least

and the overall supervisor of the case. By way of background,

The case is organized along Major Case lines with
Supervisor Charles Mathews responsible for overall supervision
of the investigation. Additional duties have been assigned to an
administrative coordinator, investigative coordinator, and an Agent
responsible for daily liaison with the Atlanta Special Task Force. The
three coordinators are mature, experienced, and enthusiastic investi-
gators. They exhibited a great deal of confidence in themselves and the
investigators assigned to the case. They were very candid in inter-
views regarding the unusual problems that exist with the Atlanta
Task Force, the details of which will be provided later in this
memorandum. They expressed appreciation for the support
received from Headquarters, both technical and investigative, and
could think of no areas that need improvement.Loburutny i

The Atlanta Police Department APD! is a 1,400 man force
and the Task Force presently has approximately 70 to 75 officers
assigned to it; The majority are from the APD but there are also
representatives from DeKalb, Fulton, Rockdale, Douglas, and Cobb
Counties as well as the Georgia Bureau of Investigation. The
Agents stated that local politics has a major bearing on most
decisions involving the Task Force. The APDs commitment to the
Task Force is less than 100 percent. Examples given were that
many of the investigators assigned to the Task Force are from
the nonhomicide divisions of the police department and the most
qualified investigators have not been assigned to the Task Force.
They also indicate that the police department continues to make
arrests in areas of moral offenses requiring large numbers of
personnel which seems to contradict the expressions of support made
by high-level officials of the police department, re their massive
commitment to the solution of this case. Comments of the Agents
involved and the media indicate that very little information is
transmitted from the Task Force to the "street" officers who should
be acting as the eyes and ears of the Task Force. The Task Force
has finally reorganized along Major Case lines assigning investi-
gative and administrative coordinators to the investigation. They
are utilizing decoys in that three small black police officers are
roaming the shopping centers with five backup officers for each
decoy. Interestingly, they have utilized black female officers
dressed as boys to get the youthful look necessary. This is a
long shot but worth pursuing. y
The FBI designed a form early in the investigation
entitled "ATKID Observations Log." These forms were to be utilized
by Agents and police officers during the course of their daily
investigations to record all of the sightings of a black male child
between the ages of 10 and l5 when he was in a vehicle operated by
an adult not in the company of other children. The FBI wanted to
limit these observations to black adult males and then have all of
the positive sightings with appropriate descriptive information
entered into a computer. The Task Force and the APD, however, refuse
to narrow the scope to exclude white males and black females, and
the utilization of the form was, therefore, less than effective.
The Task Force and the FBI were coordinating surveillances at 15
shopping centers using these forms, but the program was, subsequently
abandoned as the APD refused to narrow reports to the profile of a
black male as provided by the FBI. The reports were, therefore, so
all encompassing that the results were meaningless.

presentThe most immediate proactive role of the FBI at the
time is in the coordination of bridge surveillances.
By way of background, the FBI is convinced that several of the
children were dumped off bridges into the Chattahoochee and
South Rivers. The FBI approached the Task Force on 4/2/81 to
propose a coordinated bridge surveillance. We were advised by an
official that this was being handled by the Task Force. The FBI
determined, subsequently, that it was a somewhat sporadic effort
as evidenced by the several bodies recovered in the Chattahoochee
during April. This resulted in the FBI formally organizing a two-week
joint surveillance of 14 suspect bridges commencing 4/27/81 and
continuing through 5/10/31. The bridge detail involves dusk-to-dawn
surveillances by 18 Agents, 14 police officers, and 40 police recruits
All communications were over FBI frequencies, and from discussions
with Agents who were participating in the surveillances, it was
evident that the coverage is very difficult. They are being exposed
to the elements, insects, and animals, but the coordinators are very
optimistic that this difficult surveillance could break the case.
The end result is that there is one Agent, one police officer, and
two or three recruits under, on, and over each bridge for a ten-

of the bridges. The bridges are lightly traveled during the
pertinent period_and bodies have been recovered within a mile of

most of the target bridges. As a result, 18 of the Agents assigned
to the ATKID special are occupied in this surveillance leaving the
twelve additional Agents to handle the remaining proactive investi-
gations being conducted such as the school survey and the processing
of several hundred known sex offenders and mental cases that have
been compiled by various means. It must be kept in mind that each
time a body is recovered, the entire 30 Agents plus many additional
Agents from the Atlanta Office then become directly involved in the
crime scene usually for two or three days.
SAC, Atlanta, is in the process of requesting 14 additional
Agents from surrounding offices to assist in the bridge detail for
a period of 14 days commencing 5/10/81. This request is being
handled separately. Additional personnel have been designated to
Atlanta to increase the data base in ISIS for this case. Approximately
1/3 of the investigations have been computerized to date.
The coordinators assigned to the special advised that
FBIHQ should be made aware of the fact that media representatives
will always be directly on top of every recovered body and missing
person report due to the tremendous interest in this case. It
will, therefore, not be unusual for the media to be publishing
the recovery of another body nationally prior to most of the law
enforcement officers reaching the scene. Supervisor Mathews
provided an example of Jimmy Ray Payne's body being recovered in
the Chattahoochee on 4/27/Bl when it was spotted by local fishermen.
When the first Agents arrived at the scene, a media helicopter was
hovering so close above the body which was snagged on a branch in
the river that the resulting disturbance of the water from the
helicopter blades threatened to jar the body loose and the body
may have been lost at that point. These comments were made by the
Agents in an effort to give Headquarters personnel a little of the
flavor of the unusual problems that present themselves at each body
recovery site.
SAC Glover indicated that ongoing problems with the
Georgia State Crime Laboratory GSCL! should be resolved in
the near future. He anticipates that FBI Laboratory examiners
will be allowed full access to all evidence in this case
probably on site at GSCL. Recent conclusions of GSCL relative
to fiber examinations in cases unrelated to ATKID have raised
major questions relative to the importance of the fibers allegedly
found on several ATKID victims. Examinations by the FBI Laboratory
should do much to resolve this issue and cause refocusing in areas
of investigations if necessary.

The only other comment that might be of interest to
Headquarters personnel was the impression provided by the three
coordinators and supervisor that FBIHQ tends to seize u*

stan a y generated by Headquarters to resolve these aspects to
the possible detriment of more local aspects that may appear more
promising to those directly involved in the investigation. This
should not be taken as a criticism of Headquarters interest
but only as an explanation for the occasional delay in response
to Headquarters inquiries.
In summary, the writer was totally impressed with
SAC Glover's overall control and administration of this case.
He spends approximately 60 to 70 percent of his day handling
sensitive aspects of the case including discussions with prominent
national figures, the media, and, at the same time, resolving
jurisdictional disputes with the many law enforcement agencies
involved. I could not help but be impressed with the fact that
he has assigned his best investigators to the case and they are
totally committed to its resolution.

Attorney General, concerning the murders and/or disappearance of
black residents of the City of Atlanta, Georgia, since July 20, 1979.
Enclosed is a letter from Arthur K. Bolton, Attorney
General of the State of Georgia, concerning the required certification
relating to the FBI! loan of electronic surveillance equipment to tho
Atlanta Police Department LPD!.
By Departmental Order l89080, the Attorney General estab-
lished the required guidelines and procedures for the F3I to loan
electronic surveillance equipment to state and local law enforcement
agencies. This order specifies that the FBI provide the required
written certitication iron the state or local agency to the Assistant
Attorney General, Criminal Division, United States Department of
Justice DOJ!, within five working days of the loan.
Referenced memorandum dated May 27, 1981, which was approved
by the Attorney General on that date sot forth. in part, Due to the
sensitivity both of the investigation and the suspect developed, as
well as the sophisticated nature and complexity of the contemplated
microphone equipment to be used, it is specifically requested that
for this instance an exception be made to Degartmcntal Order i39060,
Section lg!, to allow the FBI to participate to the maximum extent
possible with state authorities in both the installation and monitor-
ing of this equipment is such that an experienced individual is
_ required to insure adequate installation and efficient functioning.
The FBI possesses both the equipment and expertise needed.

Narrative of Offense:
This investigation was initiated upon receipt
of a letter of November 6, 1980 from then U. S. Attorney
General, Benjamin R. iviletti, directing the Federal Bureau
of Investigation FBI! to initiate an immediate preliminary
investigation to determine if any of the victims in this
case were being held in violation of the Federal Kidnaping
Law, Title 18, United States Code USC!, Section 1201.
On November 17, 1980, the Atlanta Office of the FBI commenced
a Major Case investigation into the murdered/missing children.
Starting in July, 1979 and continuing through
May 25, 1931, 25 black males and 2 black females, ranging
in age from 8 to 27 years old, have been found murdered
in Atlanta, Georgia. The majority of the victims have died
from asphyxia, caused by either ligature or manual strangu-
lation, or suffocation. Up until February, 1981, the victims
had been found on deserted roads, off well travelled roads.
Starting in February, however, eight of the last nine victims
have been stripped of their clothing, except of their under-
shorts in some cases, and dumped in rivers. In an effort to
apprehend the individualisi responsible, surveillance of certain
selected bridges considered prime locations for the dumping of
a body was conducted by members of the Atlanta Bureau of Police
Services ABPS! and the FBI.
At 2:52 a.m., on Friday, May 22, 1981, William
Bertram Williams was stopped near the James Jackson Parkway
bridge, after an officer positioned under the bridge heard
a loud splash in the water and noted the lights of a car
stopped on the bridge above. Williams, at the time of the
stop and in subsequent interview later that day, made statements
about his presence on the bridge at that time. These state-
ments could not be corroborated.

PROSECUTIVE STATUS:
1. On May 28, 1981, Fulton County Superior Court Judge, John
Langford was presented facts to support an affidavit for
a warrant permitting the attachment of a Directional
Radio Beacon BEEPER! to a 1970 white Chevrolet station
wagon, bearing Georgia tag LLM 866. Judge Langford
issued the warrant and the beeper was subsequently placed
on the vehicle.
2. On May 30, 1981, Judge Langford was again presented facts
to support an affidavit for a warrant to install a micro-
phone and radio transmitter in a 1970 Chevrolet station
wagon. Judge Langford issued the warrant on the same
date.
3. On June 3, 1981, Judge Langford issued search warrants
for the person of Wayne Williams, the 1970 Chevrolet and
Williams residence at 1917 Penelope Road, Atlanta, Georgia.
4. Gordon Miller, Assistant to Lewis Slaton, Fulton County
District Attorney, Atlanta, Georgia, was present at the
Atlanta Division on 6/3/81 and was advised of all investi-
gation to that date pertaining to Williams, and of the
outcome of a polygraph examination administered to Williams
on that date. He consulted with District Attorney Slaton
and advised that Slaton was of the opinion that there was
not enough concrete evidence to arrest or prosecute Williams
5. Assistant United States Attorneys AUSAs! Craig Gillen
and Charles S. Saphos were also present during entire
time Williams was in office and advised it was their
opinion that there was sufficient evidence to arrest
Williams, in that the investigation to date warranted
presentation of facts to a Grand Jury.

Smith,
reported missing
on 7/28/79. The
wound with a .22a black male, age 14 years of age. Smith was
on 7/21/79 and was found on Niskey Lake Road
cause of death was determined to be a gunshot
caliber pistol.
VICTIMWNUMBERJHL;;ALERED~DMELEMANS:
Evans, a black male, 13 years of age, was reported
missing on 7/25/79 and discovered on 7/28/79 on Niskey Lake
Road within 150 yards of victim number one, Edward Hope
Smith. Cause of death was determined to be probable asphyxia
due to strangulation.

Harvey, a black male, age 14 years old, was reported
missing on 9/5/79 and discovered on ll/16/79 off Desert
Drive at Redwine Road. Due to the advanced state of decomposition
of his body, the cause of death was undetermined.

railroad bridge.

on the side of a road at Normanberry Drive, behind South

of the textile fiber industry and various forensic laboratories
throughout the United States and Canada to examine the hair
and fiber evidence in these cases and attempt to answer
a number of questions of special interest to the Atlanta

findings of the Georgia State Crime Laboratory.
Arrangements for this conference were made prior
to the development of Wayne Bertram Williams as a suspect
in this case and the search of Williams home and automobile.
As a result of the searches, numerous items of evidence
composed of textile fibers were obtained for comparison
purposes.

these fibers with items from the home of Wayne Bertram Williams.
An FD -302 was prepared with the results of this interview.
Because of the finding of fibers in the composition of items
from the home and automobile of Williams like those removed
from numerous victims, the fiber specialists were asked
to not only verify the fiber matches but were also asked
to consider the significance of these matches and what additional
tests would be of value to characterize and compare these
fibers.
A total of fourteen fiber specialists in addition
to two representatives of the Federal Bureau of Investigation
FBI! Laboratory were given the opportunity to examine and
compare microscopically the hair and fiber evidence obtained
and examined by the Georgia State Crime Laboratory.
After the fiber specialists had completed their
examinations, they were each asked to give their opinion
of the vailidity and significance of the fibrous evidence
in this case linking the victims to the items from the home
and vehicle of Wayne Bertram Williams, to members of the
Atlanta Task Force and other city and county officials.

These officials included the Commissioner of Public Safety
and the Chief of Police in Atlanta, the District Attorneys
from Fulton and DeKa1b Counties and representatives of the
Georgia Bureau of lnvestigation
were unanimous in their
opinion that the hair and fiber evidence linking the subject
to the victims is valid and of considerable significance.The fiber specialists
It was the consensus of opinion that the fibers
comprising the green carpet located in the bedroom of the
subject were like those found on fourteen victims. These
fibers are very unusual fibers and are believed to have
been manufactured by a small carpet company in Johnsonville,
South Carolina, and may have been produced in very limited
amounts. A large number of contacts with experts in the
fiber industry were made before a DuPont representative
recognized the fiber type.
The violet acetate fibers removed from the clothing
of eighteen of the murder victims are also considered to
be uncommon. Acetate fibers are not presently being manufactured
in large amounts with the exception of undyed acetate fibers
used in cigarette filters. The bedspread, found in the bedroom
of Wayne Bertram Williams, is composed of violet acetate
fibers and green cotton fibers which would both be expected
to shed readily. The large number of acetate fibers found
on many of the victims indicate contact with items that
that shed readily.
It was also noted at the conference that loose
fibers transferred from one item to another can be easily
dislodged and the likelihood for detecting a transfer reduces
rapidly with the Passage of time from the point of contact.
Since the large numbers of violet acetate fibers were found
on the victims after their deaths, it is likely that the
transfer of these fibers occurred shortly before their death.
It was pointed out that since the bedspread from
the subject's bedroom also contains green cotton_fibers,
these green cotton fibers would be expected to transfer
on contact of the bedspread with other objects. An examination
of the limited specimens made available disclosed the presence
of green cotton fibers in the debris from two of the victims.
A number of the fiber specialists also examined
the dog hairs recovered from many of the victims and the
hair samples obtained from the dog present at the home of
Wayne Bertram Williams. These specialists felt that the
several types of dog hair recovered from the victims were
