OF HATE GROUPS
As the Bureau is aware, on 'ay 30 and 31, 1955, a
4 proposed conference to form coalition of militant Negro
radicals was held in Washington, L. .t that ti-re the
National Black Coordinating Comnittee (VBCC) was organized
and it was stated that the purpose of the organization would
be to assist member organizations to help plan and. participate
" -in their activities. At that tim L. S. McNLTOSH, from
Dayton, Ohio, indicated he planned to stage a sit-in at the
City Hall of Dayton, Ohio, on July 4, 1965. The NBCC indicate'd
it would assist him in the endeavor and that McINTOSH's-
organization, the Non-Violent Lirec Action Corm-ittee (IP.t'C)
*; . of Dayton, would host the new organization on that date.

HO: On June 7, 1965, 1 cLNTO s ousted as Director
1 of the NVDAC for spending $200.00 on telephone calls the
Sprevious month, cashing a check which bounced and caused
ebarrasment oVDCA faling to investigate complaints
presented to hVDAC, and threatening to picket business
r establisrnts if they did not contribute to his cause. The
1 fact he was ousted received considerable newspaper publicity;
S however, the reasons for the ouster were not publicized.
On the night of June 11, 1965, Patrolman J.' W. OR

-. within the nest two or three weeks. He said, "People are going
to be coming here from all parts oz the United States. Hucdreds
of us will probably go to jail." A photograph of McLnTOSH ane
GRAY appeared in the "Dayton Journal Herald" in connection with
this meeting and his statements.
The Cincinnati Division feels that at this point
McINTOSH and GRAY had every intention of creating a major
disturbance over the July 4 week end in connection with their
edisturbance ver, a barrag of letters to the Editor from

MORGAN, who fatally shot his son. He said he told McINTOSH
to drop plans for protest rallies or demonstrations as "I don't
want my son's death to be misused or the GREEN family's nameco be used for other purposes. His daughter, Mrs. WANDA Cy,,,,. said, "e don't want him (McINTOSH) using our family name forwhatever reason he might be using it."
The June 18, 1965, issue of the "Dayton Joinal '.. Herald" carried an article reporting the awarding of ,amages. of $5,000.00 to a Middletown policeman who had been libeledby the "New Ohio. Eagle, '-anewspaper which was organized inJuly, 1964, for circulation primarily among Negroes. It wasedited by McINTOSH. In one of -the very first issues of thenewspaper it carried a story which said a Miiddletown, Ohio,-, -1 - woman had been beaten by policemen who arrested her withoutcause. The story also said the woman had filed a suit againstthe officers. Court records showed no such suit was ever filed-by the woman. The Middletown Police Officers sued, The newspaperhad to go into bankruptcy. In awarding the damages Judge CECIL
EDWARDS, Montgomery County Common Pleas Judge, said "This type
of publicity makes the business of enforcing the law more
difficult. The fact that the testimony was unrefuted indicates
that none of the statements made by the paper were true."
On June 23, 1965, the "Dayton Daily N;s" reportad' that WILLIAM T. INGRAM, Montgomery County Chairman, National
SStates Rights Party, had asked the City Commissioners for afull scale Justice Department investigation of M!cINTOSHbecause of alleged testimony concerning. McLITOSH given at ahearing conducted by the Ohio Un-American Activities Committee
.in the early 1950's. INGPIAM said that JOHN C. MITCHELL, anex-member of the CP, testified under oath tha: iMcINTOSH and4 p his wife had been members of the City Club of the Co unistParty. Negro leaders in Dayton are embarrassed and ashamed of McINTOSH

The Cincinnati Office has advised thrt on
January 20, 1966, a representative of the Ku Klux Klan
was scheduled to speak at a meeting of the Political
Science Club of the Fairmont West High School, Kettering,
Ohio. This unusual engagement was arranged at the
request of the faculty advisor to the Political Science
Club at Fairmont West High School.
1 Pressure brought to bear by the "Journal
Herald" and the "Dayton Daily News," morning and
- afternoon newspapers, respoctivevy, of general circula-
tion in the Dayton, Ohio, area caused the appearance
of the Ku Klux Klan speaker at Fairmont West High
School to be cancelled.
Although the engagement was cancelled, .
i. approximately one hundred students arrived at 7:30 p.m.,
January 20, 1966, at the Fairmont West High School,
and expressed disappointment when it vas revealed that
the Klan speaker had been cancelled. Three individuils
representing the Ku Klu:-: Klan appeared at the appointed
, - time and place and also departed when inforned that
the meeting had been cancelled.
One of the Klan representatives mentioned
above identified himself as "Mr. X." A photograph
of this individual was taken by the new.s media covering
this incident. -./

.Klan leaders and urging Klansmen to "Quit the Klan and b-ck our
boys in Vietnam.t"
The Executive Director of this organization has beenr.
identified only as Harmon BDloncrhaset, a fictiticus person
bearing a name which appeared in early PAm"rican history.
Blennerhassot issues the newsletters over his sinature and the
only return address utilized to date is "d:-tline Dayton."

Since Klan activities have involved burnings,
beatings, the use of e::plosives and other risk type of
activities, it is most probable that reliable insurance
companies would be delightod to cancel the life insurance,
., motor vehicle insurance, or fire isurance coverage of
Klan leaders, The revocation of aA individual's perrc:r.1
insurance progr.m is a substantial prcssur which might
well cause otherts to leave the Klan in order that they
might preserve their personal insurance programs.

recognized insurance capital of the world, advise the Bureau
if you have a substantial and thoroughly reliable source in
*- the insurance business who is in a position to know if Klanme:bership would be sufficient reason to revoke a Klan
leader's cr member's personal insurance progranm. This
source shoulualno have tho.capacity to project the idea
that Klan membership rates a "poor risk' insurance ratingthroughout the insurance capital so that saio may be
picked up by news media and ampliied throuzghout the
country.
New Haven give close considoration to this proposal;

identity, reliability, nnd willingness to protect the FBI

Wizard was in Cincinnati on Docember 2 and 3, 190G, and
Smight appear on television during his stay.
T re Cincinnati Cffice should te more alert to
counterintelligence possibilities offered in Klan investi-
-7 ; gations. The December 3, 19G3, UKA. meeting night well have
been disrupted if the fact vre nmde knon publicly that the
meeting was a USA gathering and not just another private
j meeting. Cincinnati should also be in a position to dis-

is feasible only if it is determined the membership feeling
in Ohio is anti-Ballard in nature.
Birmi ha is suggesting the above as a possible means
to discredit since BHELTON has indicated that he is
disturbed and htled as to Shavior and. at this
time has made no decision as to future with the EA
in Ohio. The feasibility of ementation by the Cincinnati
and Cleveland Divisions will of course depend on local con-
ditions in their respective divisions.
