Arrest said unrelated to Glazier case An 18-year-old Ruch resident who police named a "person of interest" in the 1996 disappearance of Kaelin Glazier has been arrested on charges that he violated probation on theft and weapons convictions. Bill Simmons, 18, was lodged in the county's juvenile detention facility, accused of violating terms of probation on the 1998 convictions. Police say Simmons' detention is only coincidental and has nothing to do with the Glazier case. On Monday, Jackson County sheriff's deputies said Simmons was the last person to see Kaelin Glazier, then 15, before she disappeared in Ruch in 1996. Investigators also said they believe Simmons knows more than he has told them about the case. On Monday, Simmons maintained his innocence and said police are harassing him. Deputies said they have received some calls since they named Simmons on Monday, but the calls have yielded nothing new. Alan Young, director of the county juvenile department, said Simmons was put on probation in February 1998 for two counts of first-degree theft and one count of unlawful possession of a weapon. This is his second arrest on a charge of violating probation. In October 1998, he was accused of failing to complete 70 hours of community service, failing to complete alcohol and drug treatment, and failing to report for his monthly check-in with his probation officer from May through September, Young said. Simmons also admitted to juvenile detention staff that he had used a controlled substance, and changed his permanent residence without notifying his probation officer. Simmons was sentenced to eight days in the county jail for those violations. On Tuesday, another motion was filed alleging a probation violation. Young said Simmons failed to show for his monthly check-in in December and January, admitted to his probation officer the use of controlled substances, and failed to obtain an assessment for alcohol and other drugs as he'd been ordered to do.
