alternative travel m odes m ore attractive. LOS E is less costly than the LOS D standard. LOS E could
also help m ove the region toward atta inment of the PM10 air quality standard.
On the negative side, levels of delay experienced in several of the m ajor travel corridors in the City
would be greater with the LOS E standard, a nd there exists a potential for increased neighborhood
cut-through traffic to avoid the m ost heavily cong ested intersections. There m ay also be som e
additional accidents resulting from increased congestion that the City would need to m itigate through
additional design solutions. LOS E could result in higher carbon m onoxide pollution but it is not
clear based on prelim inary analy sis whether any air quality violations m ight result.
3. The 2-hour LOS D standard would have im pacts si milar to the 1-hour LOS E standard with one m ajor
exception. During the first hour no level of servi ce standard would be set, potentially resulting in
unmitigated LOS F operations for that hour.
Traffic Operations and Capacity De ficiencies on State Highw ays
Level of Service Study Results
The City ’s Level of Service Study evaluated key intersections along the state highway s in the Medford
UGB including: Interstate 5 ramp terminals, Highway 62, Highway 99 and Highway 238. Table 3-7
identifies locations that exceed ODOT’ s volum e-to-capacity (V/C) ratio standards based on 2002 PM
peak hour traffic levels, while Table 5-4 identified locations expected to ex ceed these standards based on
anticipated future (2023) PM peak hour traffic volum es (see Appendix G for further inform ation about the
LOS Study and its results pertaining to state highway s).
Volum e-to-capacity standards vary depending on th e classification of the highway and it’ s relative
importance to the statewide transportation sy stem . In 2002, there were five locations that exceed the
applicable V/C standards. Three were located al ong Highway 62 including the intersections with Poplar
Drive, Delta Waters Road, and West Vilas Road . Additionally , the southbound off-ram p from I-5 to
Stewart Avenue at Barnett Road and the northbound on and off-ram ps from I-5 at Biddle Road exceeded
their applicable V/C standard.
