Street Sy stem Strategies
This section presents strategies for both long- and s hort-term policy guidance and im provem ent of the
street system within the Medford UGB. These strate gies are based on the evaluation of existing street
system deficiencies as discussed in Ch apter 3, and the evaluation of antic ipated future sy stem deficiencies
as presented above. The strategies presented in this section include the following:
• Modifications to the existing street functional classification sy stem and street standards to
address changes in travel patterns and street facilities;
• Level of service standards;
• Access m anagem ent;
• Roadway system improvem ents including new roadway s, urban upgrades and capacity
improvem ents;
• Bridge repair or replacem ent; and
• Safety improvem ents
Transportation sy stem managem ent im provem ents incl uding signalization, ITS strategies, traffic calm ing
and other related actions are included in Chapter 8. Strategies related to at-grade railroad crossings are
included in Chapter 11. Goals, policies and im plementation strategies for street sy stem operation,
managem ent and im provem ent within the Medford UGB are presented in Chapter 13.
Functional Classification and Street Standards
The TSP planning process included a review and assessm ent of the existing street functional classification
system within the Medford Urban Growth Boundary (UGB). This section includes strategies for changes
to that sy stem . Included is a discussion about the nature of street functional classification and changes to
the sy stem that are focused prim arily on adding m inor arterial and m inor collector categories. Additional
analy sis can be found in Appendix H.
It will be im portant to ensure as m uch consistency as possible between the City of Medford’s functional
classification sy stem and street standards, and those of surrounding incorporated and unincorporated
areas. Central Point recently adopted its TSP and a comparison of Medford classifications with that
docum ent indicated that one street classification change would be necessary in Medford to ensure
consistency . Jackson County is cu rrently developing its TSP and no cha nges to Medford’ s classifications
are suggested for consistency .
What is Functional Classification?
Functional classification provides a sy stem atic basis for determ ining future right-of-way and
improvem ent needs, and can also be used to provide general guidance to appropria te or desired vehicular
street design characteristics. A street’ s functional classification is based on the relative priority of traffic
