Implementation 3-B(8): Work with em ployers to increase com muter transit ridership through em ployer-based incentives, su ch as subsidized transit passes. Policy 3-C: The City of Medford shall undertake efforts to increase the percentage of dwelling units in the Medford planning area located within one-quarter m ile walking distance of transit routes, consistent with the target benchm arks in the “Alternative Measures” of the 2001-2023 Rogue Valley Regional Transportation Plan (RTP). Policy 3-D: The City of Medford shall link intercity passenger transportation facilities in central Medford to adequate pedestrian facilities, and strive to link all intercity passenger transportation facilities to transit, taxi, and/or shuttle services. The C ity shall encourage conti nued operations and future expansion of intercity bus service to and from Medford. Policy 3-E: The City of Medford shall encourage efforts to m ake intercity passenger rail service available to the Medford planning area. Bicycle System GOAL 4: To facilitate the increased use of bi cycle transportation in the Medford planning area, as bicycle facilities are a measure of the quality of life in a community. Policy 4-A: The City of Medford shall undertake efforts to increase the percentage of total daily trips taken by bicy cling in Medford consis tent with the target benchm arks in the “Alternative Measures” of the 2001-2023 Rogue Valley Regional Transportation Plan (RTP). Implementation 4-A(1): Develop a network of bicy cle facilities linking Downtown, other Transit Oriented Districts (TODs), residential neighborhoods, commercial/em ployment centers, schools, parks and greenway s, com munity centers, civic and recreational facilities, and transit centers. Implementation 4-A(2): Design streets and other public im provem ent projects to facilitate bicycling by providing bicy cle-friendly paving, la ne width, traffic control, storm drainage grates, striping, signage, lighting, etc. Implementation 4-A(3): Review all developm ent plans for bicy cle sy stem continuity and expansion of the sy stem . Implementation 4-A(4): Work with the Oregon Departm ent of Transportation to im prove bicycling conditions on state highway s within the Medford planning area. Implementation 4-A(5): Provide interconnected off-street m ulti-use paths along stream and waterway corridors, such as Bear Creek and Larson Creek, and in other suitable locations where m ultiple street or driveway crossings are unlikely and where such facilities can be constructed without causing signifi cant environm ental degradation. Implementation 4-A(6): Regularly review Medford Land Development Code provisions to assure that bicy cle facility standards for deve lopm ent projects are adequate to achieve the goals and policies of the Medford Comprehensive Plan , including the Transportation System Plan. Implementation 4-A(7): Consider developm ent of on-street “bicy cle boulevard” treatm ents using local streets to enhance the connectivity of this sy stem Policy 4-B: The City of Medford shall undertake efforts to increase the percentage of Arterial and Collector street m iles in Medford having bicy cle faciliti es, consistent with the targeted benchm arks in the “Alternative Measures” of the Regional Transportation Plan (RTP). Implementation 4-B(1): Assure that bicy cle facility improvem ents are a factor in Medford’s Medford Transportatio n System Plan 13-9 Plan Goals and Implementation
