annual capital im provem ent progr amming and budgeting, using the Transportation System
Plan as the basis to determ ine priorities.
Implementation 4-B(2): Utilize all opportunities to add bike lanes on Collector and Arterial
streets, such as during reconstruction and re-striping projects. Give priority to bicycle traffic
over on-street parking on Collector and Arterial streets designated in the Transportation
System Plan as, or otherwise determ ined to be, im portant bicy cling routes. Alternatives
should be considered where on-street parking is determ ined to be essential to the success of
adjacent businesses in a pedestrian-friendly envir onment, such as in Downtown, other TODS,
activity centers, etc.
Policy 4-C: The City of Medford shall encourage bicy cling as an alternative m ode of transportation as
well as a recreational activity .
Implementation 4-C(1): Form a bicy cle advisory and planning com mittee to support the
City’s bicy cle transportation goals and advise the City on issues related to bicy cles.
Implementation 4-C(2): Continue to coordinate w ith local and regional bicy cling
proponents, such as the Jackson County Bicy cle Advisory Com mittee and the Bear Creek
Greenway Com mittee.
Implementation 4-C(3): Regularly maintain bicy cle facilities and take actions to improve
crossings of railroad tracks, creeks, m ajor streets, etc.
Implementation 4-C(4): Perform accurate record keeping of bicy cle volum e and accident
counts.
Implementation 4-C(5): Whenever feasible, provide public bicy cle storage facilities at
critical locations within the Downto wn and at other activity centers.
Implementation 4-C(6): Install “Share the Road” signage on those Collector and Arterial
streets that do not y et have bike lanes.
Implementation 4-C(7): Assure that City of Medford em ployees, particularly Police
Departm ent staff, have adequate training rega rding bicy cle safety and enforcem ent issues.
Continue and enhance the “Cops on Bikes” program .
Implementation 4-C(8): Initiate a “Share the Road” or sim ilar public inform ation cam paign,
coordinated with agencies such as the Rogue Valley Transportation District, the Rogue
Valley Council of Governm ents, Jackson County , local bicy cling organizations, and nearby
municipalities, etc.
Implementation 4-C(9): Support the Rogue Valley Transportation District efforts to
facilitate transportation dem and m anagem ent (T DM) strategies that integrate bicy cling and
transit, such as “bikes on buses”, bicy cle storage facilities at transit stations and stops, etc.
Implem entation 4-C(10): Encourage and support efforts by Medford schools or other
community organizations to develop and use a bicy cle safety curriculum for students.
