These locations m eet all of the proposed level of ser vice criteria, but could potentially exceed a v/c ratio of 1.00 given sm all increases in volum e over those pr edicted for 2023. Locations with predicted v/c ratios between 0.95 and 1.00 are listed in Table G-13. Since these locations have the potential for exceeding either LOS D or a v/c ratio of 1.00, im provem ent projects are considered for these locations as outlined later in this report. Traffic Operations and Capacity Deficien cies at Unsignaliz ed Intersections Table G-14 provides the LOS results for the unsignali zed intersections where existing count data were available. As shown in the table, of the 37 intersec tion listed, 27 have at least one approach or m ovem ent that operate at LOS E or worse. Intersections with approaches or m ovem ents exceeding LOS D are candidates for signalization or all-way -stop-control. Som e intersections have very low m inor-street volum es with relatively high m ajor-street volum es. Such intersections would likely not meet signal warrant criteria given the low traffic levels on the st op-controlled approach(es). Intersections that are expected to m eet signal warrants are included in th e project lists described in the following section. It should be noted that several of these projects ha ve already been identified as im provem ent needs and included in the Regional Transportation Plan and/or the City ’s 17-project list. Others would be incorporated into larger projects, particularly along Highway 62 at Coker Butte Road and Elliott Road (which would becom e Owen Drive). New signalized intersections of these streets with Highway 62 are planned and street alignm ent changes will be made to provide adequate vehicle storage distance between Highway 62 and Crater Lake Avenue.
