Off-Street Parking Management City managem ent of off-street parking includes both facilities that are owned by the city and those that are owned privately but subject to land use review a nd approval by the City . Key issues with off-street parking include both the supply (does existing code require an excessive supply ) and design (not only should it be safe for vehicles, but also safe and friendly for pedestrians and bicy clists). Consistent with the approach of balancing com peting com munity goals discussed above for on-street parking, the following strategies are m ade for m anagem ent of the City ’s off street parking supply : • Require the appropriate supply and design of off-s treet parking facilities to address the need for balance between parking supply and achieving com munity goals . • Undertake review of existing parking dem and patte rns in Medford to facilitate review of the Municipal Code for the purpose of establishing parking m aximums that represent typical daily needs for specific land uses. • Develop a pricing m anagem ent strategy for City -owned public parking facilities with a particular focus on long-term , employee parking dem and. • Consider offering parking incentives for carpools or vanpools. • For off-street parking lots over 3 acres in size, provide street-like features along major driveway s (including curbs, sidewalks, and street trees or planting strips) to enhance pedestrian safety . • Provide bicy cle parking at m ajor developm ents Parking Supply Reduction As part of the regional effort to meet the state goal of a 10 percent per capita reduction in the parking supply over the net 20 y ears, the City of Medford should undertake the following actions: • Monitor existing parking supply on an ongoing basis to determ ine goal com pliance. • Allow non-residential developm ent to satisfy the o ff street parking requirem ents currently in the City Municipal Code by developing and implementing a Transportation Dem and Managem ent program to increase the use by employees and/or cu stom ers of travel m odes other than the single occupant auto. • Perm it and encourage m ajor facilities with hi gh parking dem and (particularly high seasonal demand) to m eet their parking needs through a co mbination of shared, leased and new off street parking facilities. • Encourage employers to charge their em ployees for parking in the downtown and at other locations where good transit service is available. Funding and Implementation The overall goal of Medford’s Transportation System Plan is to provide for a m ulti-m odal transportation system that supports the safe, efficient and accessible m ovem ent of people and goods while achieving the City’s vision for its future as an outstanding livable com munity . This goal recognizes that Medford play s a unique role in Southern Oregon as the financial, medical, tourist and business hub for a large geographic area. The goal also recognizes the im portance of all travel modes to ensure that vi able alternatives to auto travel are available and that the com munity ’s econom ic needs for transportation services are m et.
