The approach will include four broad lines of effort: (1) Technology Planning and Integration; (2) Threat Prioritization and Guidance; (3) Operations and
Intelligence Integration; and, (4) Resource Alignment. We will build and maintain a strong criminal investigative branch at FBI-HQ that is able to identify,
acquire, and integrate investigative technologies, effectively plan and coordinate operational effects to achieve D01 and FBI strategic priorities,
maximize the benefits of the intelligence cycle, apply the highest standards of resource stewardship, and manage risk.56 Field offices will receive broad
operational -level planning guidance to maximize investigative creativity and approach for their AOR's, but with enough specificity to properly focus
investigative efforts to drive achievement of FBI, DOJ, National, and International threat-based objectives. Technology improvements will become as a
force multiplier for criminal investigations and CID Branch I will serve as the vertical and horizontal coordinating unit for technology needs analysis,
identification, acquisition, and field integration. CID Branch I will ensure that strategic and tactical intelligence products generated by CIS are timely and
operationally relevant to its' consumers in the field, FBI-HQ, Dal, the IC, and the Interagency, while seeing that CIS has adequate feedback mechanisms
to focus their production of intelligence products appropriately. CID-Branch I will continuously monitor and adjust resource management to ensure
human resources, money, and materiel are allocated and utilized in the most impactful manner.
